莫拉克風災後,屏東縣三地門鄉大社村的重災區達瓦蘭部落提出自主重建計畫,另一方面,政府亦迅速作出各項重建決策,初期政府承諾將會以部落為主體由部落自主重建,但是在爾後的重建歷程中,政府所制定的重建政策有許多內容與部落的期待相牴觸,幾經開會協調,公部門雖然修正了重建政策,但也否決了大部分部落所提出的訴求,族人從期待到失望,對政府的不滿也日益升高,雙方越來越無法對話,最後,達瓦蘭部落的重建方案就在族人的無奈中施行,爭議與衝突也不斷發生。本文以文化衝突的觀點分析重建的過程,研究發現,漢人對原住民的救助模式,往往是一種文化殖民,突顯出政府與非營利組織中,漢人決策者對於原住民的價值觀與哲學觀的忽視與不理解。政府在強調合法性與符合現代性發展方針的指導原則下,由非營利組織強力執行,忽視了原住民的自主性及文化中對於空間環境的神聖連結與價值取向,導致一樁美事卻成了眾人的遺憾。 After Morakot (Typhoon) disaster, one of the hardest hit area Davalan tribe, Dashe Village of Sandimen Township in Pingtung County, proposed an autonomous tribal self-reconstruction plan. At the same time, government and NGOs together quickly proposed post-disaster recovery policies. After only a few liaison among the sectors involved, post-disaster recovery policies was reluctantly implemented with disputes and conflicts continued to occur.The study found that aboriginal rescue model by the Han Chinese, is often a cultural colonization. It also highlights in government and NGOs, the Han Chinese decision maker neglect the value and do not understand the philosophy of the aboriginal. With government's emphasis on legitimacy and comply with the guiding principles of the modern approach to development, under strong execution by non-profit organization, and neglect of the sacred link of the space environment for the Davalan tribe's autonomy and cultural value orientation, resulted in a good policy has become everyone's regret.
