考慮能源持續短缺，溫室效應問題所產生的副作用持續升高之下，如何提出適當能源政策，在維持持續的經濟發展時，能改善溫室氣體排放，改善環境品質，仍然是未來各國追求的目標。本文整理最近五年的能源政策變化，及臺灣過去各種能源發展情形，分析能源結構以及再生能源的消長，探討臺灣能源政策所面臨的挑戰與機會，作為政府參考。本文認為發展再生能源，對臺灣來講，是有必要的，但從先進國家發展再生能源的途徑來分析，發現發展再生能源的策略必須結合產業發展、科技研發等政策，才能成功。 Considering the continual shortage supply of energy and the aggressively serious problem of warming effect, many countries attempts to set up their energy policies aiming at the integration of economics development and the improvement in warming gas emissions. The purpose of this paper is to examine the challenge and opportunities for Taiwan’s energy policy by reviewing the major events in association with Taiwan’s energy policy in the past few years, investigating the historical trend of energy consumption and analyzing the energy structure as well as the growth of renewable energy. This article suggests that Taiwan requires developing and deploying the installation of renewable energy production systems. However, the development strategy should be integrated with industrial development policies and innovation policies.
