    摘要:   雲林縣政府於2012年底進行九年一貫學校可行性研究,預計將從2014年起陸續將縣內十四所相毗鄰的國中、國小,整併成為七所九年一貫國民中小學,企圖以空間的整合促進九年一貫課程的落實,2014年首先以「北港國中、南陽國小」「古坑國中、古坑國小」為試辦學校;但在試辦消息釋出後,引起各方的討論,有家長集體反彈,有議員函文縣府要求召開說明會,甚至有人在網路上發起反北中南陽整併的串聯活動。   由於整併計畫啟動後,各項資訊均不甚透明,整併流程亦不清楚,因此本研究的目的即是將縣府規畫之整併計畫,與北港國中、南陽國小的現況進行交叉分析,以釐清整併案對兩校是利是弊,此為目的之一。   另依教育部國民中小學整併計畫中之整併流程,逐步檢視雲林縣整併工作之程序是否合理、完備,此為目的之二。   研究結論歸納如下:一、效益評估不佳:從學校歷史、經營成本、學校素質、行政組織、九年一貫課程、教育資源整合及整併之配套七大項分析發現,目前的整併規劃只著重在兩校形式的合併,並沒有太多實際的規劃,因此總體效益評估不佳。二、整併作業流程不明:從縣府規劃流程來看,由於各工作流程的時間表直至三月底都尚未確立,顯見縣內九年一貫學校政策沒有整體的設計規劃;且針對今年試辦的整併案明顯準備不足、溝通不良,致使整併案於三月底緊急踩了剎車。   最後,分別針對縣政府與學校提供建言,提供未來如再進行九年一貫學校整併工作時的一些參考。
      Yunlin County Government started conducting the feasibility study on “Grade 1-9 Curriculum” in the end of 2012. It was expected that 14 adjoining junior high and elementary schools would be integrated into 7 Grade 1-9 schools in order to achieve the implementation of Grade 1-9 Curriculum. “PeiKang Junior High School and NanYang Elementary School” and “GuKeng Junior High School and GuKeng Elementary School” were chosen as the pilot schools starting from the academic year of 2014. The news release of the trial aroused discussion of different parties and resistance from the parents. The County Councilors asked for the information meeting from the County Government. There were also online protests against the consolidation of PeiKang Junior High School and NanYang Elementary School.   The information of the consolidation plan and its execution procedure was not clearly conveyed to the public since the commencement of the trial. Therefore, one of the purposes in this research was to discuss the pros and cons of the consolidation through the investigation of Yunlin County Government’s consolidation plans and the current status of PeiKang Junior High School and NanYang Elementary School.   In addition, this research also aimed to examine the procedure of consolidation prepared by Yunlin County Government to ensure it followed the guideline issued by Ministry of Education.    The conclusions of this research were shown as follows.First, benefit assessment showed unfavorable results to future development of both schools. The research looked into 7 aspects which included the school history, operating cost, school characteristic, administrative organization, Grade 1-9 Curriculum, integration of education resource and supplementary measures and found out that current consolidation program became a mere formality without offering much practical approach.Second, there was a breakdown in communication between the public and Yunlin County Government. Yunlin County Government obviously did not establish the overall plan around its “Grade 1-9 Curriculum” policy as the timetable was still not finalized by the end of March 2014. The trail was then terminated in the end of March due to lack of preparedness and communication.   Finally, this research made recommendations to Yunlin County Government and schools on their preparation for future consolidation.
