    Abstract:   本研究旨在探討少子化現象下,學校如何改變成為家長與學生信賴和支持的首選?故以台中市增班、減班的中心學校為例,進行學校策略分析。   少子化動搖國本、影響經濟發展,是近年來全球的熱門話題,在少子化的現象下,面臨第一線的國小教育,如何形塑學校的正面形象?如何讓學校永續經營?如何維持學校人心安定?如何提升教學品質?如何讓孩子接受最適性的教育?    本研究選擇周遭環境比較相近的各區的中心學校,針對增、減班學校經營策略進行分析,探討在少子化現象下,學校如何能在校長及行政團隊的領導下,有效發揮教育效能,發展學校特色,以創新的經營策略讓學校在一片減班聲浪中,至少能保有學區內家長的支持,讓學校班級數不至於有太多變動,甚至自由學區的家長也能看見學校的亮點。學校質的提升,讓家長不必追求名校、學校沒有減班造成的負面影響。   本研究以下列五個面向進行學校策略分析,包括:一、組織團隊管理創新;二、課程教學創新;三、校園環境營造創新;四、學生活動及展能創新;五、資源整合創新。   本研究發現,面對少子化,學校需要的,是更積極營造屬於學生的地方,將學校還給學生。學校引導學生學習,必須從組織內部開始改造,改變外部環境給家長的印象,進而改變以往的學校學習模式,活化教學,創造出屬於學校的特色。學校更應善用媒體行銷,讓家長更容易看見學校的多元教學和創新經營。
      This study aimed to explore how schools were transformed into a trustworthy and supportive system for both parents and students under the phenomenon of low birth rate. Schools with extending classes and reducing classes had been chosen to be examples in the study to analyze administrative strategies in each school.   Recently, the low birth rate, which affected the development of a country and its economy, has become a hot issue worldwide. Elementary school education was considered as the frontier under this phenomenon; therefore, the following questions would be worth being tackled. How did schools construct positive image? How did schools keep sustainable development? How did schools maintain an atmosphere which the faculty there feeled reassured? How to upgrade teaching quality? How to give kids the most adaptive education?   Schools with similar backgrounds were selected to be the target schools. By analyzing their strategies, under the leading of principles and administrative teams, schools could demonstrate the efficacy of education and developed the unique feature of each school. With proper management strategies, schools could overcome the whelm of low birth rate and at least maintained parents support from the school district to keep class reducing under control and even have parents from free school district to see the spotlight of each school. With the advance of school quality, parents wouldn’t go for famous schools and schools didn’t have to deal with the negative influences of class reduction.   The study focuses on analyzing the following five aspects:(1) The innovation of team organization.(2) The innovation of curriculum and teaching.(3) The innovation of developing campus environment.(4) The innovation of students’ activities and creativites.(5) The innovation of resources integration.   Here were the findings. To deal with the issue of low birth rate, the school authority should manage campus more actively and have students feel the ownership of the campus. In the aspect of guiding students’ learning, school should rebuild the organization and shift the impression of parents in order to transform the learning mode into a new atmosphere, which activated teaching and created the features of each school. Also, media marketing should be well used to make parents see and understand multiple teaching and innovation management of every school.
