With collective memory as the theoretical basis, this study attempts to recognize the relationship between the collective memory of community developers in Taisi International Art village, including its local residents, new immigrants, international volunteers, and community empowerment. It conducts semi-structured interviews on 6 community developers, 16 community residents, 4 new immigrants, and 4 international volunteers. The data are analyzed by thematic analysis. The results are follows: (1) community developers reconstruct Taisi Township into an artist village; thus, Taisi Township is no longer called the town of gangsters; (2) community residents agree to the painting activity, which beautifies and activates community environment; however, their identification with the painting activity is low; (3) new immigrants agree that the painting activity enhances the exposure of Taisi; (4) international volunteers perceive the passion and friendship of the people of Taisi. Finally, based on the findings, this study proposes suggestions for the Cultural Affairs Department, Yunlin County Government, and community developers of Taisi International Art village.
