    摘要:   我國教育部於2009年推出《書法教學改進方案》,中國大陸教育部分別於2011年8月發布《關於中小學開展書法教育的意見》和2013發布《中小學書法教育指導綱要》。  隨著兩岸書法教育政策的頒布,書法教育日漸受到各界的關注及重視。基此本文將利用政策執行影響因素,針對兩岸國小實施書法教育之政策面、實務運作、現階段面臨問題及未來發展方向進行比較分析,發現其異同優劣,內容主要是分析兩岸國小實施書法教育政策法規之推動現況,探討兩岸實施書法教育政策的發展與變革的基本內涵、運作規劃、實施問題與困境,作為政策修正之參考,並對未來政策發展提供建議。  本研究由分析兩岸國小實施書法教育之政策面、實務運作、現階段面臨問題及未來發展方向進行比較分析結果提出以下論點:一、培養學習興趣,讓學生自發主動的學習。二、根據學生身心發展,依各個年齡層,導入書法理論知識和技法,研發系統的學習進程。三、整合人力和各種資源才是有利推動書法教學。四、政府應廣設進修管道,鼓勵教師進修。五、明確訂定能力指標,對古今書論及創作思想的誘導更是教學重點。六、我國捍衛正體文字,書法教育落實於教學指日可待。
      Taiwan Ministry of Education launched the “calligraphy teaching improvement program” in 2009. Separately in August 2011 and in 2013, Mainland China Ministry of Education released the “Schools for calligraphy views” and “Guidelines for primary and secondary education calligraphy.  With the promulgation of the cross-strait policy calligraphy , calligraphy and various growing concern and attention. Based on this paper will use the implementation of policy factors, comparative analysis against the policy side, practical operation, problems that face at present , and future development on both sides of small States in the implementation calligraphy, the discovery of their similarities and differences between the pros and cons, the content is to analyze both sides of a small country to implement to promote calligraphy education policies and regulations of the current situation, explore the two sides to implement calligraphy the basic connotation, development and operational planning policy change, implementation issues and dilemmas, as amended reference policies, and provide recommendations for future policy development.The study analyzes the policy side, practical operation, problems that face at present, and future development on both-side calligraphy education. Results are as follows:1. Arousing students’ interest in learning calligraphy. Students have high motivation.2. Develop systematic learning process and introduce calligraphy theory and skills based on students’ age and inner development.3. Integrating manpower and material resources are benefit to calligraphy teaching.4. The government launches calligraphy courses for teachers pursuing further education.5. Establishing competence indicators. Teaching points focuses on inspiration of creativities and interests from ancient and modern books.6. To protect traditional Chinese characters, applying the calligraphy education in teaching is expecting.
