    Abstract:   德國在1990年代初期開始積極發展可再生能源,並對發展可再生能源之政策做了多次的調整,在此之前,德國以發展可再生能源做為石化燃料的替代能源。之後,德國選擇以太陽能做為主要的供電來源,其境內的弗萊堡地區更是全球太陽能產業發展中的佼佼者。德國為何由仰賴石化燃料轉為大力推動可再生能源?如何推動太陽能?此為本論文研究之主要問題。因此,筆者欲以弗萊堡為例,探究德國推動太陽能之發展歷程與政策發展,藉以說明德國在發展太陽能上的成功經驗,並以此作為提供我國政府之參考依據。
      In the early 1990s, Germany began to develop renewable energy sources and adjusted its solar policy many times. Before 1990, Germany has started to develop the renewable energy to decrease its dependence on fossil fuel. After that, Germany selected solar energy as the main source of power. And chose Freiburg to be an example for developing solar industries. Freiburg is a well-known region where has the best solar industries in the world. Why did Germany change its rely on fossil fuel into renewable energy? How does the German government promote the solar industries? These are the research issues raised in the thesis. Therefore, I prefer to choose Freiburg as the case-study for my research in the hope to understand Germany promotes solar energy through the process of policy making. In the end, the thesis provides useful policy recommendations for Taiwan’s government.
