摘要: | 本研究是針對高雄某眷村在改建過程中的社會資本的運用。因此,本研究首先從眷村歷史角度,就社會資本在眷村中如何生成。眷村是台灣社會中外省族群所居住的聚落,源起於兩岸意識形態的軍事衝突下而遷居台灣,他們離開原生的家族網絡,從新在台灣眷村展開生活。眷村中的居民在物質困乏的時代,雖然受到政府恩給福利制度基本生活的照顧,但仍舊無法擺脫經濟弱勢族群的標籤。然而;眷村生活下這些集體記憶,透過眷村網絡形塑出特有的眷村文化。雖然在政治思想上政府強力由上而下的箝制,但在眷村日常生活中,眷村居民相互之間透過溝通,衝突與協商,自下而上形成社會規範,解決自我生活問題,尤其是眷村興建過程,有了自發性秩序之展現。因此;憑藉日常生活的網絡建立起共有的價值觀念和非正式的規範基礎之上的,甚至將這眷村網絡視為一種信任道德關係,與合作分享機制,充分體現出社會資本的意函,再通過嵌入網絡中形塑成為社會資本。 其後;民國八十五年「國軍老舊眷村改建條例」的頒行,其中規定原眷戶對自己居住的眷村改建與不改建是採公民絕對多數決的民主方式。本研究觀察的高雄某眷村的原眷戶們組織公民自願團體,表達出該眷村不願參加眷村改建的訴求,以正式與非正式網絡,並結合地方政府與文化、學術團體,共同為眷村文化的保存而努力。尤其;已積蓄在眷村共同生活經驗中的社會資本發揮黏著劑效應,形成公民社會的力量影響政府對眷村改建過程中,對眷村文化保存的公共政策的重視與立法的保障。然而;眷村文化的保存非僅是眷村房舍的保存,最重要的因素是人與脈絡的網絡關係的共同建立。因此;高雄某眷村在原眷戶努力下,除要求政府關注宏觀面眷村文化課題,讓該眷村獲得保存不改建外,更重要為期待微觀面的建立,讓該眷村成為一種有眷村居民居住的文化眷村,亦即是從眷村文化中形塑「活眷村」目標而努力。本研究結果發現,前揭問題是要奠基於正式與非正式規範下網絡訊息的分享的社會資本運作和民主制度下的自願非政府組織的公民社會建構成為必要條件後方有可能完成。 This research studies the use of social capital for a military dependents’ village in Kaohsiung during the process of reconstruction. The study is first from the perspective of history that how the social capital was formed in the military dependents’ village. The military dependents’ village is the settlements in Taiwan society inhabited by ethnic groups from the provinces and it origins in the ideology of military conflict across the Taiwan Strait. They left their native family network, and started the new Taiwan military dependents’ village life. Residents of the military dependents’ village lived with basic care by the grace of welfare system from the Government in the substance insufficient era, but still couldn’t escape the label of economically vulnerable groups. However, the collective memory living in the military dependents’ village develops unique military dependents’ village culture through the military dependents’ village network. Although political thinking was strictly from the top down controlled by the Government, in daily life, military dependents’ village residents formed social norms through communication, conflict and negotiation with each other resolving daily-life issues from the bottom up. Especially in the military dependents’ village construction process, there was a spontaneous order. The daily life of military dependents’ village networks establish shared values and informal norms, and even being treated as a relationship of trust and ethics, sharing and cooperation mechanism, which fully embodies the meaning of social capital, further embedding network by shaping a social capital. Thereafter, in 1996, the ” Act Governing the Reconstruction of Old Villages for Military Personnel and Their Dependents” enacted, which provided for the villagers of military dependents’ village an option which is based on democratically absolute majority to agree on whether to dismantle and reconstruct their military dependents’ village or not. Residents of the military dependents’ village in Kaohsiung which this study observed organize a citizen voluntary group, expressing their alterations to the reluctance of military dependents’ village reconstruction. And villagers in both formal and informal networks, combined with local Government and the cultural academic community, make efforts to preserve their military dependents’ village. In particular, social capital accumulated in a common life experience of military dependents’ village plays as bonding effect and forms the power of civil society, arise attention in public policy and legislative protection to the military dependents’ village culture preservation during military dependents’ village reconstruction by Government. Yet, to save the culture of military dependents’ village is not only houses preserved, but also the establishments of the thread of life of villagers and their network of relationships. So, under the villagers’ efforts, the military dependents’ village in Kaohsiung not only calls for Government attention to military dependents’ village cultural topics and keeps their village from dismantling, but, more importantly, does their utmost to the establishment of a culture of military dependents’ village inhabited by villagers, which shaping the living military dependents’ village target. This study found that the problems mentioned are likely to complete when based on formal and informal network of information sharing under the norms of social capital and when the fact that, under democratic system, social construction of voluntary non-governmental organizations of civil society becomes necessary conditions. |
