    Abstract:   去年的中日台釣魚台爭議,肇因於日本的釣魚台「收歸國有」計畫,而在港台保釣人士的反對下,日本始終不肯放棄該計畫,終於引發中國內部民族主義浪朝,不僅向聯合國遞交直線基線聲明,並多次派出海監船、漁政船甚至軍艦於釣魚台海域巡航。而台灣政府認為釣魚台乃國際問題,且一再表明不可能與中國在該議題上聯手,似乎意味著我國的安全觀已逐漸產生變化。從歷史角度觀之,我國的安全觀係隨著兩岸關係的變化而轉變,從衝突對立、開放交流乃至於和平協議的倡議,每個時期的國家安全觀皆有所不同。而本文的目的即是透過兩岸關係的變化,以及台灣內外部的安全議題來探討台灣國家安全觀的轉變,藉以理解當前台灣的安全觀與未來發展。
      The outbreak of Sino-Japan Taiwan Diaoyutai Islands Dispute in last year is mainly due to the former DPJ premier Noda Akihito declared the Diaoyutai Islands’ Nationalization Plan. Notwithstanding the opposition of Hong Kong and Taiwan, Japan has still refused to give up the plan, and China's domestic nationalism was aroused finally. China not only to submitted the straight baseline claim to the United Nations, but also repeatedly dispatched ocean surveillance ships, fishing boats and even warships cruising in the Diaoyutai Islands waters. Taiwan Government has considered Diaoyutai is an international issue and has repeatedly shown that the impossible with China on the issue together, and it seem to imply that our concept of security has been getting changed. From a historical point of view, Taiwan's security concept transformed with Cross-Strait relations, from conflict and discord to the initiative of peace agreement, the national security policy of each period are different. The purpose of this thesis is to explore the transformation of Taiwan’s national security through the change of cross-strait relations and the internal and external security issues in Taiwan, in order to understand the current Taiwan's national security policy and its future development.
