    Abstract:   台灣社會由農、工邁入服務、資訊、科技業,產業結構有鉅大變化,在人民需求、交通變革下,改變居民原有生活方式與步調。大多數人移居都市,造成鄉村人口轉移,不僅瓦解原有內涵,更造成大量空間、土地「失落」(lost space),不再被使用,形成各地方政府負擔。近年來中央政府,除了大力推動民間參與公共建設,產生「公私協力」的課題外,也積極輔導社區人士「再造」觀念,尤其「公有閒置空間再利用」、「再生活化」更是如此。   本文是以嘉義縣水上鄉「公有閒置土地再利用」為研究主題,採「行動研究」(Action Research)」,透過深度訪談集合各方資訊,探討鄉鎮層級政府、社區對於「公有閒置土地再利用」的運作與推動。研究過程採文獻分析法為基礎,選擇重要或具代表性的被訪者(行政官員、民意代表、社區領袖、一般民眾),試圖找出公有閒置土地再利用與社區發展關聯性、地方政府對於公有閒置土地再利用碰到的問題與解決方法、現行法令對於公有閒置土地再利用有何限制與影響。   本研究結論有:ㄧ、鄉村型社區公有閒置土地再利用應維持最佳的自然生態環境。二、社區於爭取公有閒置土地再利用時,除了地區領導人因素外,最重要是政府極力推動的社區營造、綠美化、大量植樹救地球減碳政策。三、公有閒置土地再利用非一般社區所能,只有透過民意代表、地方政府強力介入,才能進行所謂公有閒置土地再利用,而且要有多數居民的共識。四、「回饋金」是重要經費來源,主政者的意圖可影響鄉(鎮)建設方向。五、群眾力量與時機點是爭取「公有閒置土地再利用」一大利基。六、軟體建設人才於地方政府(無論縣、鄉、鎮層級)是相當缺乏,且主政者多為個人的往後考量為前提。
      The industrial structure of Taiwan has been tremendously changed during its development from agriculture and industry societies to service and information ones. The people’s lifestyle and pace of Taiwan also has been changed responded to the transformation of life needs and traffic, especially most of the people emigrated to city from rural area resulted in a lot of the lost space, and this useless space has become the burden of local government. Therefore, to promote private participation in public construction of the central government, it’s not only formed the public-private partnerships, but also actively promoted the recycling concept of community in recent years.    The research represents an attempt to adaptive reuse of public deserted land in Shueishang township, Chiayi county. This research focuses with the method of Action Research and Depth Interviews how the community development operating models and promoting mechanism on the adaptive reuse of public deserted land in township level. The study process based on documentary analysis and representative of the respondents.The main participants including the local government officials, representatives of the people, the chief of community and people. This research also focus on trying to find association of the adaptive reuse of public deserted land and community development, it’s problems and solutions encountered to adaptive reuse of public deserted land for local governments, what’s limitations and impacts of current laws in place for the adaptive reuse of public deserted land.   The conclusions of this study are:1.The adaptive reuse of public deserted land should be on the maintenance of the best natural ecological environment in rural communities. 2. The most importance is the government have to promote community development, green landscaping, a lot of planting trees to keep the earth's carbon reduction policies. 3. The elected representatives, the local government and the majority of the people should have the consensus on the adaptive reuse of public deserted land. 4.The intention of the majority can affect the development direction of the township, also the Feedback Fund is an important source of funding. 5.A niche of the adaptive reuse of public deserted land on the strength of peoples and timing. 6.The local government and community should invite more experts to participate in order to promote the project.
