本研究旨在以非營利組織倡議的角度來探討台灣法輪功團體的倡議動機、倡議行為現況，以及在倡議過程中的所遭遇的困境與策略的運用以及目前的成效分析。研究對象為在各個倡議行為中，參與時間較長，深入層面較廣的七位台灣法輪功學員，並使用參與觀察法、半結構式的深度訪談及資料分析法蒐集研究資料。 本研究主要的研究發現有下列八項：（1）倡議動機單純而堅毅。（2）倡議行為較著重在柔性的人傳人、口傳口的生活層面。（3）現實利益以及民眾認知是倡議所遇到的最大困難。（4）退出中共黨、團、隊人數超過一億人是法輪功團體倡議的最佳成效。（5）台灣法輪功團體倡議策略最與眾不同之處，在於「真心為別人著想」。（6）向內找、集體學法交流是台灣法輪功團體改進倡議的重要方法。（7）台灣法輪功團體倡議著重實踐真、善、忍以至於內心的提升，體現出倡議活動中真正精神宗旨的重要。（8）鬆散組織是台灣法輪功團體最大的特色，但也是最考驗團體倡議成效的關鍵因素。 根據上述發現，本研究對台灣法輪功團體以及其他非營利組織的倡議行為，提出相關的建議，期能帶給社會大眾重新思考的方向，開闊固有的人權觀念，並供未來研究之參考。 This study aims to explore the initiative motives of Falun Gong organizations in Taiwan, their initiative behaviors and strategies and effectiveness from the perspective of nonprofit organization initiative. Seven Falun Gong followers who have devoted longer time and involved deeper in various initiative behaviors are interviewed. The study uses participant observation, semi-structured depth interviews and document analysis. Eight major findings of this study are as following:（1）The initiative motivation of Falun Gong organizations is simple to stop oppressing human right in China.（2）The initiative behaviors focus on persons to person communication.（3）Major adversities of initiative are the realistic interests and perception of general public.（4）More than one hundred million people in China quit Communist Party membership due to the initiative.（5）The characteristic of Taiwan Falun Gong groups is their considerations for others.（6）The important way of improving initiative of Falun Gong groups in Taiwan is to strengthen the Fa-study exchanges among each other.（7）The initiative values of Taiwan Falun Gong groups include truthfulness, benevolence, and forbearance to upgrade the spirits, and thereby to reflect the true meanings of the initiative.（8）Being a loose organization is the most unique feature of Taiwan Falun Gong groups, but also the key challenge that determinse the effectiveness of group initiative. Based on these findings, this study proposes several suggestions to Falun Gong organizations and other similar nonprofit organizations to inspire innovative ways of initiative that may fortify the value of human right and encourage further researches in the future.
