摘要: | 台灣地區由於社會經濟環境的快速變遷、生育率的急速下降、家庭結構的改變,機構式照顧已成為無法自理生活老人不可缺少的照顧方式,其照顧品質的發展亦是老人、家屬及社會各界關注之重點,為了使照顧機構展現應有的服務功能、提供高品質且專業的照顧,讓民眾安心將自己的長輩送到機構託顧,並使受照顧的長者受到有尊嚴的對待,政府部門負有監督責任,評鑑也成為確保與提升機構品質的重要機制。 本研究以內政部辦理之老人福利機構評鑑為研究對象,分析、整理、歸納我國老人福利機構評鑑制度設計與實務運作,包括其制度設計理念及定位、評鑑計畫及操作模式、評鑑指標及評量方式。探究我國老人福利機構評鑑制度面與實務面相關問題,並依研究結果提出改進建議。研究範圍則以內政部於2001、2004、2007及2010年辦理之老人福利機構評鑑為主,針對其制度面及實務面加以研究。 研究發現:1.因應服務品質與績效責任之要求,老人福利機構評鑑愈受重視;2.政府透過評鑑強化對機構之管控;3.評鑑委員遴聘機制與評鑑標準的ㄧ致性有待加強;4.評鑑指標未涵蓋所有必要項目、評分標準未考量機構規模;5.內政部老人福利機構評鑑實施程序存在以下相關問題:(1)機構自評不夠落實,評定高分交差了事;(2)中央與地方評鑑委員評鑑標準不一致;(3)評鑑指標過於繁瑣,逐項評鑑困難;(4)評鑑時間過短,無法窺見機構全貌;(5)太重視書面資料檢核,有形式化傾向;(6)以自身經驗提供改進建議,未必符合機構所需。 As Taiwan's social and economic environments have changed rapidly, its birth rate has decreased drastically and the family structure has been altered, institutional care for the senior citizens who can not take care of their daily lives on their own becomes necessary. The quality of institutional care has thus received a lot of attention from the senior citizens, their family members, and related groups of the society. In order to help such institutions provide the necessary functions, professional and high-quality care-taking, and assure people that it’s safe to send their elders at home to such institutions, the relevant government sectors are entitled to supervise such institutions. Evaluation of these institutions is also an important mechanism to safeguard and upgrade their quality. This research aims at evaluating senior citizens’ institutions that are supervised by the Ministry of the Interior. The Study analyzes, compiles, and sums up the design and practical functioning of the appraisal system of Taiwan’s senior citizens’ institutions, including their design concept and positioning of the system, appraisal planning, business model, appraisal indicators and assessment methods. This research also explores issues and practical aspects related to the appraisal system and provide suggestions to help improve these institutes based on the findings of the Study. The realm of this research is based on the appraisals of these institutions conducted by the Ministry of the Interior in 2001, 2004, 2007, and 2010. The research focuses on the welfare system and its practical aspects. This research finds that (1) In order to meet the requirements of service quality and performances, the evaluation for these institutions has become more and more important; (2) The government has enforced tighter control on these institutions through appraisal; (3) The recruitment mechanism of appraisal committee members and the conformity of the appraisal standard need to be improved; (4)The appraisal indicators fail to cover all essential items and the standards of assessment does not take the scale of institutes into consideration; (5) The following problems exist in the process of implementing the appraisal of these institutions by the Ministry of the Interior: a) Institutional self-appraisal is not fully implemented and tends to pass with false high scores; b)The evaluation standards between the central government and local governments are inconsistent; c)Appraisal indicators are too complicated with too much emphasis on details, resulting in difficulty for item-by-item appraisal; d) The time spent on the appraisal is too short to have a comprehensive picture of the institution under inspection; e) Too much emphasis is placed on reviewing the written documents. Thus, the whole process has become just a formality. f) Suggestions for improvement are given based on personal experience and may not meet real need of the evaluated institutions. |
