    摘要:   政府改革運動中,大幅引進民間的力量參與公共建設,許多服務也透過委託辦理運作,公私協力最終是為提高政府效能並改善服務品質,以打造優質的治理。但在授權範圍與責任歸屬界限模糊情形下,協力方式運作成果的績效檢視與責任的劃分變得複雜且困難,且在利害關係人的多元觀點下如何回應期待,也成為一大挑戰。社區大學從第一所文山社大設立至今已有十多年,透過委託辦理的方式在各地提供終身學習與公民實踐的服務與管道,在政策的多變與政府推動自治的期待驅使下,未來即將面臨更大的經營挑戰與變數,故建構責信意涵進行自我檢視,對社區大學來說有其急迫性與必要性。本研究認為社區大學的責信包含績效與正當性兩大構面,而協力模式、承辦組織以及政府政策三個層面因素將影響其責信表現。透過文獻分析(Document Analysis)以及半結構式訪談(semi-structured interviews),結果發現績效構面意涵包含目標是否明確建立、指標與評估過程的公開、互動與溝通、以及適當的績效回饋機制;正當性意涵包括了規範正當性、實用正當性以及認知正當性。三個層面的影響因素對績效以及正當性的表現都有影響,協力模式中對彼此關係的認知因素影響最大;其次是政府政策的穩定性和與民意的一致性;而承辦組織因素影響最小,主要關鍵在於掌權者的理想性與責任心的表現強度,足以彌補經驗上的不足以及組織規模是否較小的情形。
      During the government reform movement, because of the introduction of a folk strength to participate in public construction, many services implemented through commissioned operation so that public and private efforts can improve the government efficiency and enhance the service quality to create high quality management. But in the case of the blurring line of the mandate and responsibility, the third-way of operating results, performance view and the division of responsibility has become complex and difficult, and in the multiple perspectives of the interested party, how to respond to expectations, has also become a major challenge. Community College setted up more than 10 years from the first Wenshan Community to provide lifelong learning and civic practice services and pipeline through commissioned way. Driven by the policy of changing and the expectations of the Government to promote autonomy The future is about to face greater management challenges and variables, so construction for self-examination principal letter of community colleges are very urgent and necessary. This study suggests that the community college accountability includes the two dimensions: performance and legitimacy. While the undertaking organization mode level, the contractor organizational level as well as three levels of government policy factors will affect the performance of its accountability. Through the Document Analysis, as well as semi-structured interviews, the results showed that the meaning of the performance dimensions contains if the target is clearly established, the openness level of the indicators and evaluation process, interaction and communication, and appropriate performance feedback mechanisms; the legitimacy of implications, includes the normative legitimacy, the practical legitimacy and the cognitive legitimacy. Three levels of factors affect both the performance and legitimacy, the greatest impact is on the relationship between cognitive factors; followed by government policy stability and consistency of public opinion; the contractor organizational factors affect the minimum, the key lies in the ideals and sense of responsibility of the power-holders which good enough to compensate for the lack of experience, and whether the smaller size of the organization's situation.
