本研究旨在了解國小教師對學童環境教育之現況與困境,研究目的如下:從政策執行層面分析現行九年一貫環境教育其政策執行成效為何,藉以了解國小教師實施環境教育教學現況以及國小學童環境教育學習現況,以便對於現行環境教育其執行困境與因應策略提出建議。 為達上述目的,本研究根據國小教育政策執行力理論模式對於教師採用訪談法,以了解國小教師實施環境教育教學現況;對於學生根據九年一貫環境教育能力指標參考其所上課程編製測驗試題,以了解國小學童環境教育學習現況;獲得之主要結論如下:一、國小教師實施環境教育教學其政策執行能力約可達百分之八十左右。二、國小學童環境教育學習現況之能力指標約可得到百分之七十八的成效。三、現行國小環境教育其執行困境在於執行人力的配置不足、財物的支援亦欠缺、環境教育回饋評估制度的建立不易等因素上。 本研究依研究結果,建議上級行政機關對於國小教師員額編制不足進而影響行政執行效率、教師環境教育研習經費短缺以及政府部門未提供專業講師供各校申請等的問題應予重視。 This study aims to further investigate the current situation and the difficulties of children environmental education by one elementary school teacher. The purpose is as follows: the effective of the existing environmental education policy from the current policy. In order to investigate the current implementation of environmental education, as well as the current learning situation on elementary school children, the study is implemented. Finally, some environmental education suggestions and strategies are recommended according to its’ existing difficulties. In order to achieve the purpose above, the elementary teachers are interviewed according to theoretical model of the execution on study. Therefore, the implementation of the current environmental education teaching is more comprehended and easily understood. Based on the environmental education capacity indicators, elementary school children are tested by environmental education quizs. The main conclusions are as follows: First, in the policy of execution of environmental education on the elementary school teachers, it is approximately up to 80%. Secondly, the environmental education on elementary school children learning ability will reach 78%. Thirdly, the existing environmental education difficulties lied in the lack of manpower configuration and the poverty of property support. Also, the establishment on the assessment system of environmental education feedback is not easy. In this study, some strongly recommendation for the superior administrative organ are as folllows: the low administrative efficiency is originated from lack of staffs at elementary schools; the shortage of funds on teacher environmental education study and the lack of environmental education professional lecturer for schools form government departments should be emphasized.
