Abstract:	中國大陸1982年憲法中規定村民委員會為一群眾性自治組織，並於1998年制訂了「中華人民共和國村民委員會組織法」，又於2010年10月28日修訂該法，村民自治給予民眾直接選舉的基層組織，推展民主政治制度。　　　本文的目的以地方政治制度之理論，探討村民自治體制的歷史背景、組織架構及村委會與村民和政黨關係，以了解村民自治的實施狀況，並推論其未來的發展。研究發現「村民自治」是中共控制基層民眾的地方行政體制派出機關，從整體來看與西方的「民主與自治」仍然很遙遠。　　In 1982 the Constitution of China provided an Organization of Mass Self-Rule, in 1998 formulated ＂The Law of the PRC Village Committee Organization ＂, and in October 28, 2010 revised the law of grass-roots organizations for citizens to directly elect village self- governance, to promote democratic political system. 　　　The purpose of this paper is to offer the theory of local political system to discuss the historical background of village self- governance institutions, organization, the relations with the village committee and political party villagers to understand the status of the Village Self-Rule, and to infer the future development. The result of this study is to find that ＂Village Self-Rule ＂ is a grassroots CPC control agency of the local administrative system, is still very far away from On the whole with the Western ＂democracy and autonomy＂.
