    摘要:   由於邁向全球化,各國家及政府之間互相學習的情形越趨普遍,因此有關政策學習的理論也逐漸受到重視。本文主要透過政策學習(policy learning)理論之概念,探討「嘉義市下水道建設政策」,在政策學習過程的討論上,採用學者Dolowitz 與Marsh 提出之「政策移轉」(policy transfer)架構作為分析工具。   本文中發現,嘉義市下水道建設系統的學習過程使用多元化的學習模式,包含研討會、網際網路平台、參與學協會及參訪考察等模式進行學習。在學習過程中發現對政策學習發展具有重要影響的因素包括:政策參與者的參與情形、學習內涵的選擇、政策複雜度、學習單位內部制度性與結構性因素之考量、政策可行性條件之評估,並發現成功的政策學習即必需兼顧此五項因素。而影響學習的變數則有政策複雜性、過去政策、結構和制度、語言、過去關係、可行性、知識管理、政策行為者、政治力等。   最後,在嘉義市下水道建設系統政策學習的成效方面,技術移植政策已具有初步的成效;官僚體系在學習過程運作分析上,發現政策資訊之掌握程度、組織內部共識之達成、與相關參與者維持良好的互動、學習方案之確定、解決政策執行問題的能力,都是運作過程中不可忽略的條件亦是政策制定者在採取學習行為前應注意之事項。祈有助於後續學習個案與相關研究之發展,在探討政策學習的過程、學習成效,並提出政策啟示,為將來欲進行政策學習的公私機構參考之用。
      As globalization of the country and the situation between the Government learn from each other increasingly common, so the policy is gradually learning theory attention. In this paper, through policy learning theory of the concept of "Chiayi City sewer construction policies ", in the discussion of policy learning process, the use of scholars Dolowitz and Marsh proposed "policy transfer" framework as an analytical tool.   Chiayi City sewer construction is found that the learning process the system uses a wide range of learning, including seminars, Internet platforms, participate in associations and participate in the academic field trips to visit model for learning. Found in the learning process of policy learning and development have significant impacts include: policy actors involved in the case, the choice of learning content, policy complexity, learning unit within the institutional and structural factors considered, the policy assessment of the feasibility conditions And found that successful policy must take into account this study five factors. The variables that influence learning is a policy complexity, past policy, structure and system, language, past relationships, feasibility, knowledge management, policy behavior, political power and so on.   Finally, construction of sewer systems in Chiayi City, the effectiveness of policy learning, the technology transfer policy has been with the preliminary results; bureaucratic system operation in the learning process analysis, found that the mastery of information policy, the achievement of consensus within the organization, and relevant participants to maintain Good interaction and learning program of identification, the ability to solve the problem of policy implementation, are not overlook the operation conditions of the process is also the policy makers should pay attention to learning behavior matters before. conduct of future policies like public and private institutions of learning for reference purposes.
