摘要: | 本研究旨在調查原住民部落圖書資訊站之營運績效及現況,據以提出改善之建議,藉由部落圖書資訊站的設置目標及所推動工作的構面,深入了解其設置對部落的社會教育推廣與數位學習之重要性,並以重要性—績效分析法(importance-performanceanalysis,IPA)為主要研究方法;希望藉由「重要」-對使用者的重要性、「績效」對使用者認為表現情形的測度,來排列出服務品質的相關性滿意優先順序,了解部落圖書資訊站的經營績效,藉由分析結果可讓經營者了解使用者的需求以及經營者的服務評價。 本研究以台灣原住民鄉鎮地區之文化結構屬同質性的布農族聚落為研究範圍,由行政院原住民族委員會所輔導設置之「部落圖書資訊站」為研究對象,進行訪談調查管理者及問卷調查使用者,比較各部落圖書資訊站的經營績效及彼此之優劣,以提升部落圖書資訊站之功能,提供使用者之優質服務,並培育更多的資訊人才。 研究結果發現大多的管理者為部落的菁英分子雖對部落資訊教育有崇高的使命感及服務熱誠,但因有生活經濟壓力所以大多為兼職管理員,在服務時間上受限,使用者能充份使用部落圖書資訊站之設備的時間也有限,相對的無法提供更多樣的服務項目,必然亦無法實踐原住民族委員會所提出之設置目標;而在使用者之實質經驗上,因為部落一般民眾經濟結構較貧瘠,除了小康家庭外一般家庭無法購置電腦設備,以訪談中的某部落,有158 戶而家有電腦設備的僅28 戶,所以必須仰賴資訊站的設施,且在服務品質各題項問答中,發現使用者對部落圖書資訊站之營運績效有積極正向反應,表示使用者對部落圖書資訊站之設置,有其必要性及重要性。 The Purpose of this study intends to conduct surveys on policy implementation andcurrent status for indigenous tribal library information stations and propose enhancementsas well as recommendations. With the goal of the station installation and the profiles fortasks in progress, this study can then provide an in-depth understanding of the importanceof the promotion of tribal social education and digital learning. Furthermore, theImportance-Performance Analysis will be the major research methodology. And this studyas expected uses “importance” — an index of what is important to the users, and“performance”— a measurement to the performance, which the users perceive to rank thesatisfaction of service quality. And these methods will provide the understanding ofoperation performance at tribal library information station. This study ranges its study over the similar cultural constructions of Bunun Tribals locatedTaiwanese aboriginal townships. The subjects, both the station adminstrators and the surveyusers, are selected from “Tribal library information station” of Council of Indigenous Peoples,Executive Yuan. By being compared with operating performance among all indigenoustribal library information stations, the functions of indigenous tribal library informationstations and high quality service will be promoted, and we can develop more IT experts. This research has found that although most administrators as high-educated people intheir own tribe have high a high mission and great enthusiasm for IT education, the higherpressure from sustaining barely living results in the fact that they are almost part-timeadministrators. Due to the limit of service time, the length of time for users to use theequipment in indigenous tribal library information stations is also limited, which will leadto fail to offer diversified service, resulting in not achieving the goal set by Council ofIndigenous Peoples. In reality, most users, except for well-off families, can’t afford to buyPC equipment on account of their poor living situation. Take one survey of some tribe forexample. We have found that only 28 out of 158 households are equiped with PCequipment. Most households without PC equipment have to greatly rely on the indigenoustribal library information station. Moreover, the quesionnaire on service quality, the tribeusers are positive to operating performance of the indigenous tribal library informationstation. Therefore, the establishment of indigenous tribal library information stations forusers is essential and significant. |
