Abstract:	在全球化的環境裡，非營利組織受到環境變遷的影響，國際經濟的不景氣，民眾和企業捐款減少，加上政府的預算緊縮，造成財源減少，使得非營利組織經營更加嚴峻。NPO發展社會企業因應而生，庇護工場(即社會企業) 如何成功管理即成為一個研究課題。本研究透過訪談蒐集資料，瞭解社團法人附設社會企業之法律背景及問題、社團法人嘉義縣身心障礙者聯合會轉型社會企業之過程經驗，其執行時所遭遇的問題困境與挑戰及其因應策略、社團法人附設社會企業之管理模式之分類及其限制、及怎樣才是成功管理模式應用在社團法人之附屬社會企業。　　　研究結果顯示：(1)對業務已經穩定的社會企業，採用SPEC模式，先建立組織內部的管理架構，內部規劃完善後再去配合外部的資源，並強調員工激勵的部份，並做好成本控制及績效管理；(2)重要的成功因素包括：1.社會創業家的努力；2.市場機會的存在; 3.核心能力的建立及4.系統化管理模式思維。　　In a globalized trend, non-profit organizations were often affected by environmental change, international economic downturn, donations decrease and government's budgetary constraints. Owing to the reduction of non-profit sector financial resources, making its operation more severe. Social enterprise affiliated with association like as sheltered workshops showed its role and increased NPO self-sufficiency. In this study, I select one successful social enterprise, Chia-Yi Disabled Federation, and collect data through interviews to explore the legal background and problems of transition. Furthermore, I study the problems, challenges and developing strategies the Federation encountered. Certainly, how to use the successful management model in practice will be stated. 　　　The results of this study showed as the following: (1) When the revenue growth of social enterprise keeps it stability, they can use the SPEC management model to maintain its sustainability. The elements of SPEC model include creating Strategic planning to meet the external resources, stressing the staff and Employees motivation to upgrade productivity, and emphasizing Cost control and Performance management; (2) The critical successful factors in the operation of social enterprise include: the endeavors of social entrepreneur., the existence of market opportunity, the establishment of core competence and the systematic thinking of management model.
