摘要: | 本研究以探討身心障礙者庇護工場商業化經營管理模式為主,由分析組織的產業結構、行為模式與績效評估,至內部環境到外部環境的管理層面,進行分析競爭的優勢劣勢與機會和威脅,了解庇護工場在印刷產業市場所具有的競爭潛力。本研究目的有四:一、探討庇護工場組織核心價值與產業結構模式;二、分析庇護工場商業化後組織管理模式的脈絡;三、探索投入商業化經營後所面臨的困境與未來的展望;四、提供政府在政策法令的建議。 為達到上述目的,本研究採以個案研究方式深度訪談法,針對庇護工場進行訪談。將蒐集到的資料經由編碼分析後,佐以次級資料驗證分析,有以下研究之發現:一、組織核心價值維繫機構使命與宗旨;二、商業化帶來的經營新契機;三、法令政策保障身障者權益亦顧及獎勵措施;四、面臨的困境有缺乏專業管理人力、缺乏建立內部溝通管道、印刷產品競爭力不足、庇護工場設立標準不一;五、未來的展望有成立重度身障者養生家園、成立小兒麻痺紀念館。 最後,根據上述研究發現和研究結論,提出建議:一、落實管理政策的執行:1.地方政府在庇護工場設立的制度上宜更加嚴謹,登記業務類別應從嚴審核,以確保身心障礙工作者具有直接從事生產業務之活動流程之實。2.義務採購單位採購金額應以實際發生採購交易行為計入累計金額。因未確實有採購行為,對於身心障礙團體有不公平之現象。3.庇護性就業者薪資發放需合理性,與年度營業收入兩者間有一定的比例程度。二、專業化分工與教育訓練:加強員工知識管理,內外部教育訓練等,激發團隊的共識與潛能。三、產品定位與市場區隔:以印刷產業為商品主軸,讓產品具有差異與專業化,使產品重新定位並有明顯的市場區隔。 The primary intension of this research is to discuss the commercial management model practiced in sheltered workplaces with disabled personnel. In order to understand the competitive threat,strength,weakness and opportunity of sheltered workplaces in the market of printing industry, the analysis of industrial structure, behavior models, performance appraisals, and management profiles from internal to external environment is applied during the researching process. Therefore, the purposes of this study are focused on four parts shown as following:1. Discussing the core values and industry structures of sheltered workplaces as enterprises.2. Analyzing the context of management model of commercialized sheltered workplace.3. Understanding the difficulties and prospects after commercialization.4. Advising the government on policies about management and operation of sheltered workplaces.5. Providing managerial suggestions for sheltered workplaces based on practical results. Hence, in order to fulfill the purpose above, the method of case study combining with in-depth interviews is taken. Furthermore, the code analysis and documental confirmation were applied after collecting materials. Consequently, the results of this research can be concluded as following:1. Creating missions and objectives for organizations can help to hold their core values.2. Commercializing brings new turning point for business.3. Offering incentive policies by government can protect personnel with disability.4. Facing predicaments includes lack of professionals, communications and competitiveness of products, also the inconsistence of standard establishing procedures.5. The health homelands and memorial halls for severe disabilities should be constituted in future. Lastly, the conclusions are made below.1. The execution of management policies should be enforced. 1-1 the standard procedures and category registration for establishing sheltered workplaces should be more restricted, so the rights of practicing actual productive process for personnel with disability can be protected.1-2 the unfair situations of lacking products purchasing acts can be corrected by accumulating completed deals made by obligated government units to purchase amounts instead of null or fail contracts’ amount.1-3 the payroll of employees should be adjusted with the annual income of business in reasonable rates.2. The enhancement of specialization and professional training should be refocused, includes knowledge management and intra or inter company trainings for staffs, to arousing team consensus and potential.3. The importance of product positioning and market segmentation should be replaced mainly on printing industry related products to professionalizing and distinguishing from others. |
