    Abstract: 臺灣平均每人社會福利受益淨額由1995年的10,898元,上揚至2009年的16,837元,但臺灣社會的痛苦指數,卻由1992年的0.8214,逐年擴大至2010年的1.4626。除數據外,各類媒體中亦不斷呈現出臺灣民眾生活景況不佳的訊息。為何不同數據有不同的社會福祉圖像,且與社會意向有落差呢?主要理由有二:一是度衡貧困的門檻未能反映實質生活水準,另一則是福利分配適當性不足,導致福利再分配的標定弔詭效果。 基於此,本研究擬以預算標準取向為基礎架構,透過焦點團體來建構恰宜的貧窮門檻,並以行政院主計處家庭收支調查為資料,描繪臺灣貧窮組成、輪廓、評量現行社會給付的適當性及福利缺口。此研究結果,除可讓我們更清晰地分析臺灣民眾實質生活福祉外,分析結果亦可做為理論檢定與政策規劃時之參考。
    In Taiwan, the per capita net social welfare expenditure is rising from NT$10,898 in 1995 to NT$16,837 in 2009. However, simultaneously, the pain index expands from 1.8214 in 1992 to 1.426 in 2010. Beside the statistical data, varieties of mass media also persist in delivering the messages that the living conditions of common people in Taiwan are continuously going down. Why are the pictures of social wellbeing reflected respectively by the diverse indexes so different? And, why does the gap exist between the statistical data and the social intention? I suggest two reasons. First, the measurement of the poverty threshold isn’t the correct mirror of the living conditions. Secondly, the adequacy of welfare distribution is not enough, and it results in the paradox of targeting of welfare re-distribution. Accordingly, I plan to base my research on the ‘budget standard approach’. Under the approach, I will take the method of focus group to collect the qualitative data to construct the adequate poverty threshold. Then, I will also use the quantitative data from Family Income and Expenditure Survey of Directorate-General of Budget, Accounting, and Statistics, Executive Yuan (DGBAS), to articulate the poverty component and the poverty profile of Taiwan, then evaluating the social benefits adequacy and the welfare gap. It’s believed that such research outcome will not only show us a clearer look at the real life welling of common people in Taiwan, but also help us have a more correct analysis on theory constructing and policy making.
