本研究計畫為兩年期計畫，其目的是探討中共外交理念與政策之間的矛盾，以及中 共外交政策之間的矛盾。質言之，本計畫將探討中共和諧世界理念與中共公共外交及安 全外交的矛盾，以及此兩項政策之間相互抵觸之處。本研究要完成的工作有五項：首先， 本研究將對中共和諧世界理念的內涵進行分析；其次，本研究將針對中共公共外交及安 全外交的意義與內涵予以探討；第三、本研究將對中共在推動公共外交及安全外交時所 採取的策略、工具及措施進行探討；第四、本研究將針對中共公共外交及安全外交的成 果進行系統性的評估；第五、本研究將運用國際關係理論來分析中共的和諧世界理念、 公共外交與安全外交，指出其彼此之間的矛盾並解釋其原因。經由本研究，一方面可檢 驗各種國際關係理論途徑對中共外交政策的解釋力，另一方面，本研究對中共外交政策 的評估，可做為中華民國政府外交決策的參考。 This research is a two-year project. The purpose of this study is to examine the internal contradictions between Chinese diplomatic ideas and its foreign policies, and the contradictions between its foreign policies. To put it more exactly, this study will examine the internal contradictions between China’s ‘Harmonious World’ idea and its public diplomacy and security diplomacy, and also the contradictions between these two foreign policies. There are five goals which this study tries to pursue. First, this study will analyze the contents and significance of China’s ‘Harmonious World’ idea. Second, this study explores the meaning of Chinese public diplomacy and security diplomacy. Third, the PRC’s strategies, instruments, and measures in promoting public diplomacy and security diplomacy will be examined and analyzed. Fourth, this research will evaluate the result of China’s public diplomacy and security diplomacy systematically. Finally, this study tries to explain China’s public diplomacy and security diplomacy by international relations theories, and point out the contradictions among them. This study will make two contributions. First, this study examines the explanatory power of international relations theories toward Chinese foreign policy. Second, the evaluation of Chinese foreign policy in this study can be used by the ROC government as a reference in foreign policy making.
