    Abstract: 傳統歐美強國在冷戰以來以多邊制度的建設及參與作為國家對外戰略的組成要素,而新興強權中國則從經濟崛起開始,其在當今全球體系中與其他國家的經濟互賴程度,比歷史中的崛起大國更為明顯,同時更善用多邊外交與國際多邊制度獲取更多的國家利益。本計畫旨在分析當今美國、歐盟與中國以國際多邊制度的參與作為因應世界秩序發展之戰略比較觀點;換言之,本研究將探究美國、歐盟與中國如何理解並實踐多邊國際制度,以及在運作多邊外交與多邊國際制度背後,對於世界秩序的期待及影響,進而對於多邊主義態度的檢驗,作為對於未來世界秩序中多邊主義發展的可能性評估。
    Traditional powers such as the United States and Europe have viewed international institutional participation as a element of foreign strategy since the Cold War era. An emerging power such as China has been deeply concerned in the international community stemming from its economic rise, and its economic interdependence with other states is much closer than other rising powers in the history. More significantly, China employs multilateral diplomacy and international multilateral institutions as a strategy to promote national interests. This project aims to analyze institutional participation of the U.S., EU and China, exploring their strategies toward the world order from a comparative perspective. In other words, this study distinguishes the strategies of the U.S., EU and China on how to employ international multilateral institutions, and the impacts and expectations on world order. Furthermore, this study of strategic comparison is helpful to explore actors’ attitude on multilateralism, which implies the new trend of multilateralism in the world order.
