摘要:	人道救援之非政府組織若有災情時往往能率先做出回應，不僅可以利用自身的資源迅速援助提供服務平台，因此筆者認為既可整合資訊及資源，協助災民進行社區與生活重建工作，走出災難傷痛外，還可以號召許多企業及民眾募款和募捐。　　　1966年台灣正是經濟起飛與發展時期，也因這樣許多人經濟能力也同時獲得改善，但當時台灣約有一百三十萬的人民仍需外界的幫忙及協助。因此，為了能幫助更多的窮苦弱勢團體以改善他們的環境，證嚴法師在花蓮創立了慈濟。經過了長時間的關懷跟援助，不只得到國人的掌聲與讚賞，也於2003年以「台灣佛教慈濟基金會」之名，正式成為聯合國非政府組織(NGO)聯合國新聞部非政府組織聯繫單位(The Committee on NGO of the Department of Public Information)的一員。　　　2004年12月26日在印尼亞齊省外海爆發一場本世紀最大之地震，成了震驚全球的大災難，地震強度達芮氏規模9.0，相當於一萬六千顆原子彈的威力，跟台灣921地震相比足足大上256倍之多，也造成了死傷人數慘重，近三十萬人罹難，如加上失蹤人數以及其他因災後所感染疾病而死亡等因素，已突破三十萬大關。　　　非政府組織從事國際救援之工作，其主要在於幫助災民或是當地居民渡過難關，以慈濟基金會援助南亞海嘯事件為例，在南亞海嘯事件人道救援中扮演了什麼樣的角色?該從何而做?哪方面是災民最急迫的需求?救災時該如何因應當時狀況? 如何整合資源之策略、如何協助進行人道救援及其影響等。　　　在本研究文中提出，南亞海嘯事件當中與國際組織合作，亦能從中學習，藉此增加其在國際援助領域中的知名度，而這亦符合政府推動人道外交，亦有助於台灣慈濟在國際人道救援中擴大台灣非政府組織之能見度與國際活動空間。　　Humanitarian Asistance Rescuers of International Non-Governmental Organizations are usually the first government organization to respond to consequences of natural disasters. Therefore in the opinion of the writer, besides efficiently using their own resources to assist with the rescue, collecting information and gathering more resources. They also assist disaster victims to physically and emotionally reconstruct their lives. Moreover, they could also organize fundraising from a variety of businesses and the general public.　　　When Taiwan’s economy had just started to boom in 1966, the majority of the population was experiencing improving personal financial situations. However, there were still about 1.3 million people that needed external assistance in Taiwan. In order to help improving the living conditions of the disadvantaged people, Cheng Yen founded Ciji foundation in Hua-Liang. Ciji is also actively involved in doing direct TV interviews with individual cases of poverty. This not only is an effective way of raising awareness and supporting for the individuals, it has also gained Ciji’s public appreciation. Under the name of “Taiwan Buddhism Ciji foundation”, Ciji formally became a member of the United Nations’ The Committee on NGO of the Department of Public Information. 　　　On 26th December 2004, a massive earthquake stumbled upon Indonesia. At Richter scale of 9.0, it was the largest earthquake in the century. The destruction power was tantamount to sixteen thousand nuclear bombs, and the destructive in South Asia Tsunami was 256 times more than the famous 921 Earthquake in Taiwan. The disruption of the disaster took almost three hundred thousand lives. Plus those that are still missing and deaths due to fatal infectious diseases, the number of victims probably well exceed three hundred thousand.　　　The job of Non-Governmental Organizations is to assist refuge and local residences who were caused by natural disasters to survive in difficult situations. An example of this is the support given by Ciji in the South Asia Tsunami appeal. Non-Governmental Organizations can know how they adapt to various situations during a rescue and how they acquire strategies for gathering resources to approach humanitarian assistance.　　　This study discusses Ciji working with international organizations in the South Asia Tsunami Appeal and learning from the process, thus they can increase the popularity internationally and establish diplomatic relations. In the field of international humanitarian assistance it will aid Ciji’s visibility internationally and expand international interactions of Taiwan’s Non-Governmental Organizations.
