中國在十二五計畫草案中提及，要發展現代產業體系，提高產業核心競爭力，其中科技軟體產業可謂為重點。軟體產業乃技術先進、附加價值高之產業，在中國發展過程中視為重要產業。軟體產業不僅符合低耗能、高效益綠色產業的條件，更是中國視為其經濟、國家轉型之高科技產業。 本研究將針對中國軟體產業的崛起至今日發展，探討中國政府於政策上有何扶植軟體產業之作為，在面對外來軟體進入的同時，如何運用中國天生之優勢，鞏固中國軟體產業在國際間的地位，同時如何有效地運用法規與政策，防治盜版軟體的猖獗以及鼓勵中國境內軟體企業之發展。 China proposed to develop modern industrial system to enhance industrial competitiveness, scientific and technological development of the software industry is the focus of 12th five-year plan. Software industry is advanced technology, high value-added of the industry, the development process will regard as a major industry in china. Software industry is a green energy-saving industry, it is not only to conform to consumes energy lowly and high benefit, but also a high technology industries for economic and national reforming of China. This study will address the rise of China’s software industry to nowadays development. Discussing the policies of the Chinese Government on how the software industry as a support in the face of such external software to do at the same time, using the natural superiority of China, in order to consolidate China’s software industry in the international standing, furthermore, how to effectively use regulations and policies to eliminate illegal software piracy as well as to encourage the development of China software enterprises.
