| 摘要: | 緊急救護為消防工作三大任務之一，近年來隨著時空環境變遷，緊急救護的工作量劇增，已佔消防出勤量的80％，其執行成效逐漸為政府與民眾重視。相對的，繁重的緊急救護工作量也突顯出現行緊急救護工作的缺陷。有鑑於此，本文選擇發展背景相近、設有專責緊急救護單位的香港作為比較研究標的。 本文之研究係筆者蒐集緊急救護制度相關文獻及兩地目前執行緊急救護方針，進行分析比較，輔以深度訪談兩地救護員予以論證，藉此找出兩種制度的優缺點，一方面可供台灣未來強化緊急救護制度時參考，一方面也據此提出當前的改進作法。 本文研究發現，對比香港，台灣目前緊急救護制度在救護員招募培養、緊急救護派遣及在職訓練等方面在體制上確有不足之處！因此，如何改善現階段緊急救護制度，提昇緊急救護品質，筆者提出如下之建議，做為制度改革參考及後續研究者研究指標。 一、積極推動專責救護隊設置。二、提升救災救護指揮中心功能性。三、大量傷病患救護權責單位應明確。四、落實醫療指導制度，達成品質保證目的。五、緊急救護升遷應獨立，強化指揮效能。六、建立完善緊急救護考核制度，提升救護品質。
Emergency medical service is one of the three duties for the fire prevention. In recent years along with the space and time environmental trend, emergency medical service work-load sharp increase, has accounted for the fire going out on duty quantity 80%, it carries out the result gradually takes seriously for the government and the populace. Considering this condition, I choose Hong Kong, which has similar background and designated ambulance unit, to be the research topic. Research of this article is the author collection emergency medical system related literature and two place present execution emergency medical policy, carries on the analysis comparison, auxiliary proves by the depth interview two place emergency medical technicians, and takes advantage of this discovers two system's good and bad points. For one thing, it could provide reference for Taiwan to consolidate emergency medical service system in the future. On the other hand, it can also point out the measures for improving current methods. In this research, I discovered that, compared to Hong Kong, Taiwan really have some defects of current emergency medical service system in recruiting and developing emergency medical technicians , dispatch of emergency medical service, and on-the-job training. Therefore, how to improve current emergency medical service system, the promotion emergency medical service quality,I proposed that the following suggestion, does for the system reform reference and the following researcher studies the target.1. Actively promote setting designated ambulance crew. 2. Enhance the function of Central Command Center of Emergency and Rescue.3. The responsibility for rescuing multiple casualty incident(MCI)should be clear. 4. Execute medical instructive system to ensure the promising quality. 5.To improve the commanding efficiency, the promotion of emergency medical service technicians should be independent from others. 6. Build checking system of emergency medical service to improve rescuing quality. |
