    摘要:   職業訓練法發布於民國 72 年 12 月 05 日,於民國 91 年 05 月 29 日 修正,第一條開宗明義提到,「實施職業訓練,以培養國家建設技術人力,提高工作技能,促進國民就業,特制定本法」。可鑑 職業訓練之績效反應在於受訓學員就業技能之提升,促進就業之媒合,進而對國家整體建設之助益。   在兼顧政府職業訓練政策與市場機制之下,無論是公共或民間的職業訓練,績效評鑑便成為確保訓練資源的有效運用,並達成訓練目標的重要方法。然而多年以來政府或許多相關研究,使用一些量化的數據來評估訓練之績效,例如:總開班數、總訓練人次、就業率…等,研究者參與政府的職業訓練案十數年之久,觀察發現以上統計數據只能說是訓練績效的指標之一,其數據並無法完整表示訓練績效之意涵,甚至可能完全沒有意義。   行政院勞委會職訓局於2007年成立「國家訓練品質辦公室」,推動訓練機構導入國家訓練品質系統(TTQS),並訂定評鑑方法-「訓練品質計分卡」,試圖利用評鑑的方式以提昇職業訓練機構的品質與訓練績效,頓時品質評鑑便成為確保訓練資源的有效運用,並達成訓練績效的重要指標。然而研究者認為訓練品質並不同等於訓練績效,充其量;訓練品質只能表示訓練過程的優劣,因此要評估訓練之績效有必要建構訓練績效模式,並驗證其構念與衡量構面間的關聯性;進而藉此模式有效衡量出訓練之績效。   最後,期望本研究之「職業訓練績效模式」架構,可提供政府相關單位或訓練單位作為評估辦訓績效之衡量指標或方法,並適時參考本研究提供之提升訓練績效建議;以達到善用政府資源,提升整體訓練績效之目標。
      「Profession Training Law」was issued on December fifth, 1983. And corrected on May twenty nine, 2002. The first rule told us that:「Practicing profession training can cultivate the skill of human resources for the country, and it can enhances the skill of work, and improve the people’s opportunity of looking for the job, so made the Law」.So, profession training effects include that promote students work skill, improve to help trainees to find a job, and offer construction to the whole country.   In order to go with the politice of government professing training and the market ,no matter it is public or private vocational training. Performance evaluation is important for the professional training. However, using some quantitative data (for example: the total number of classes, the total training times, the employment rate ... and so on.) is unable to completely explain the performance evaluation of pro-fessional training.    The Bureau of Employment and Vocational Training (BEVT), Council of Labor Affairs, established "National Training Quality Office " in 2007. Training institutions began to promote the National Training Quality System (TTQS), and provides methods of evaluation - "the training quality scorecard ".By the way that evaluation improves the quality of vocational training institutions and training performance. However, researchers believe that the training quality and training performance is different. The establishment of training performance models are important for assessing the training performance.   This study establishes a vocational training performance mode, which can provide the government or vocational training institutions. This study provids recommendations to enhance training performance, it allows government funding to achieve maximum efficiency, and improve overall training performance expectations.
