    Abstract: 教育部於2009年推出《書法教學改進方案》,短期方案中要求縣市及學校將書法教學培訓課程列為年度研習重點,從2010年起三年完成全國國中小國語文教師的書法增能培訓事宜;長期方案則為研議將書法列入師資職前培育課程,要求師資培育機構將書法教學納入國語文教師職前培育課程,並研議書法在中小學課程架構中列為正式課程,且占有固定學習節數的可能性,以作為課程規劃之參考;中國大陸教育部於2011年8月發布《關於中小學開展書法教育的意見》教育部組織專家研究制定了《中小學書法教育指導綱要》,於2013年春季開始於各省、自治區、直轄市教育廳(教委)和新疆生產建設兵團教育局執行。隨著兩岸書法教育政策的頒布,書法教育日漸受到各界的關注及重視。基此本文將利用政策執行影響因素,針對兩岸國小實施書法教育之政策面進行比較分析,發現其異同優劣,內容主要是分析兩岸國小實施書法教育政策法規之推動現況,探討兩岸實施書法教育政策的發展與變革的基本內涵、運作規劃、實施問題與困境,作為政策修正之參考,並對未來政策發展提供建議。
    The Ministry of Education launched the " calligraphy teaching improvement program " in 2009 , the short program requires counties and schools teaching calligraphy training courses as the focus of the annual study , from 2010 to complete the national language teachers in elementary and junior national calligraphy three energizing training matters ; deliberated long-term program was included in pre-service teacher will nurture calligraphy courses require teacher training institutions will be included calligraphy teaching Chinese language teachers in grades pre- development programs , as well as researching calligraphy as a formal curriculum in primary and secondary school curriculum framework , and the possession of the possibility of a fixed number of sections to learn to serve as a reference for curriculum planning ; mainland China Ministry of Education in August 2011 released the " Schools for calligraphy views "organized by the Ministry of Education experts to study the development of the" Guidelines for primary and secondary education calligraphy" , in the spring of 2013 began in the provinces,autonomous regions and municipalities directly under the Department of Education ( BoE ) and the Executive Bureau of Xinjiang production and Construction Corps. With the promulgation of the cross-strait policy calligraphy , calligraphy and various growing concern and attention . Based on this paper will use the implementation of policy factors , comparative analysis against the policy side on both sides of small States in the implementation calligraphy , the discovery of their similarities and differences between the pros and cons , the content is to analyze both sides of a small country to implement to promote calligraphy education policies and regulations of the current situation , explore the two sides to implement calligraphy the basic connotation , development and operational planning policy change, implementation issues and dilemmas , as amended reference policies , and provide recommendations for future policy development.
