    摘要: 　　文化創意產業，在全球景氣寒冬中窺見曙光。在此世界潮流中，台灣從社造、文化產業發展到文化創意產業，一路走來即為奠基於傳統的創新，透過文化、創意展現地方特色，進而形塑城市形象、創造經濟效益。中央政府推動相關文化政策，以期凝聚社區共同意識、提升文化、活絡藝文活動。各地方政府亦積極發揮創意，藉由文化節慶活動帶動文化觀光、活絡地方。本研究對象嘉義市國際管樂節具體即為展現上述精神之案例，本論研究公部門與非營利組織合作發展文化觀光之可行性，以文獻方法蒐集歸納管樂節的發展階段，同時藉由深度、焦點訪談：1.公部門歷屆主辦管樂節之文化局主管、承辦人員；2.非營利組織的嘉義市管樂團前後任團長；3.地方耆老、學校校長等代表性關鍵人物。三角檢測後得知：在中央政府的文化政策引導下，嘉義市政府扮演著資源整合的關鍵領航者，地方有識之士與各民間組織為實際執行者對管樂節適時奧援。要言之，嘉義市政府扮演著承上啟下的平台，整合各方之力發揮智慧與創意，深化嘉義市國際管樂節的影響力，以文化節慶活動帶動周邊的文化觀光，進而行銷嘉義與台灣。研究發現為：1. 日治時代的嘉義中學、愛鱗社音樂團為嘉義管樂之濫觴，戰後初期演變為強化愛國教育與民心教化，此時嘉義市民間寺廟亦成立管樂團，至六○年代引進歐美日等管樂教育，學校社團之管樂蔚為風潮，管樂節歷經了1993-1997年學習交流的萌芽期、1997-1999年管樂節慶活動化的蛻變期、2000-2003年管樂節結合文化觀光的基礎發展期，發展至今則藉以爭取到2011年世界管樂年會在嘉義市為契機，思索如何永續傳承管樂之機制；2. 政策、參演團隊、公私合作關係等內外部因素，影響嘉義市國際管樂節的舉辦，另經費來源的不穩定、邀請國際團隊能力有待加強等是相關單位仍需努力的方向；3.應整合公私部門資源探索永續嘉義市國際管樂節之道，建議成立基金會或相關組織專責辦理，應有助於管樂節的永續發展。
    　　Cultural and creative industry is a new engine for wider economic growth. In Taiwan, the concept of ＂cultural industry＂ was proposed in 1995, and later became the core idea of ＂community development＂. Under the impetuses of globalization and technological advancement, a new economical model that centers on ＂creativeness＂ has been formed. Today, the cultural aspect is emphasized more than ever in tourism, and Taiwan has been quickly to adopt policies to ensure that that nation stay ahead of this trend. It has been helping tradition industries come together to create a form of local culture, and has been using this as a foundation upon which to plan a festival based on local culture or local industry. The expansions of local culture and art not only help local traditions to continue, but also strengthen local industries. Culture policies promoted by central government brought people together, and animated art activities. Local government promoted the development of cultural tourism industry by art festival.　　　In this study, the case of the Chia-Yi city international band festival which is a demonstration of cultural festival and is developed by public sector in cooperation with nonprofit organization which is Chia-Yi city government and Chia-Yi wind orchestra. The research methods which are adopted in this study are group focus interview, semi-structure interview, and literature review. The interviewees include the director and former director of the department of cultural affair of Chia-Yi city government, the chairman and former chairman of the Chia-Yi city wind orchestra and loyal participants.　　　Finally summarize the conclusions of this study is belowed:1. (1) The development of the band in Chia-Yi city originated in the nineteen century during the Japanese occupation period, it was founded in Chia-Yi high school and community. After 1949, the ROC government moved to Taiwan, bands were still promoted in schools. In the 1970s, there were many band activities not only in the school system but in the society, for example of temple band in Chia-Yi city.(2) The Chia-Yi City Band Festival which was a local festival was started and hosted by Chia-Yi city government in 1993; thereafter the「1997 Chia-Yi City International Band Festival」in 1998, the「2000 Asia Pacific Band Festival in Chia-Yi」in 1999. Till 2010, it has entered into the 18th year and 2011 WASBE conference will take place in Chia-Yi city.2. Policies, performance bands and public-private partnership are the factors that affect the Chia-Yi city international band festival. In addition, the stability of funding and capability of inviting international bands need to be improved.3. Resources from public sector and private sector should be integrated, and foundation of the Chia-Yi city international band festival is suggested to be set up in order for the band festival to be developed sustainable.
