摘要: | 「十年樹木,百年樹人」,教育是百年大計。教育乃是立國之根本,教育的成敗關係著國家整體的發展,是以世界各國莫不重視教育,冀望能提升國家競爭力。而政府意識到國民基本教育與國家競爭力的關聯,為加強國家人力素質的提升,從民國五十七年實施九年國民義務教育,以致教育在量的擴充與質的提升方面,都有顯著的進展。而台灣在面臨全球化的趨勢影響下,衍生而出之隔代教養、單親家庭、新台灣之子的教育問題、貧富差距擴大等問題等,都關鍵性地影響著台灣社會未來。由於社會弱勢族群的增加,不僅對於社會穩定成長,是一大威脅,更使得國家未來競爭力出現了隱憂。教育部自民國83年以來持續舉辦各項措施以幫助弱勢學生,冀望能實現教育之公平正義與機會均等的理想,彰顯教育正義精神之目的。然而教育部輔導政策雖然具普遍實施性,但是無法滿足每一個學生的需求,因而造成「政府失靈」。此時許多非營利組織對社會上的弱勢學生提供各式各項的協助,正好可以彌補政府服務功能的不足。 本研究以文獻分析、半結構式訪談與參與觀察等研究方法的實施針對嘉義市地區的特定非營利組織-佛光山嘉義圓福寺「夜光天使課業輔導班」在教育扶貧方案的實施現況進行了解。發現佛光山嘉義圓福寺「夜光天使課業輔導班」來自佛光山教師分會的師資多元且豐富。然而成立1年,課程規劃方面未臻完善,目前以作業指導為主,偶爾搭配其他課程。建議佛光山嘉義圓福寺「夜光天使課業輔導班」能運用豐富師資,成立種籽教師輔導團以提供更多元課程並借鏡其他非營利組織績優辦理經驗建構課業輔導課程架構,嘉惠更多嘉義弱勢學子。 An old Chinese saying "It takes ten years to grow trees, but a hundred to rear people." states the importance of educational work. The fundamental of a nation established lies in education. The relationship of educational success and failure is the key factor to affect the development of a nation. Therefore, each nation extremely concerns about education and hope to raise the competitivity of a nation. Our government also realizes the relationship between national compulsory education and national competitivity. To promote the human resources quality, our government has implemented the nine-year compulsory education since 1986. Hence, it has shown the conspicuous progress not only in quantity but also in quality. However, the influence of globalization tendency to Taiwan has also derived grandparenting , one-parent family, the education of new immigrant children, the expansion of the gap between rich and poor, and so forth. These problems crucially affect the future of the Taiwaness society. Owing to the increment of underprivileged people it not only threatens the steady of social growth but becomes the concealed worry in national competitivity. Since 1994, Ministry of Education continually has taken measures to assist underprivileged students, hoping to achieve the fair justice and the equal opportunity in education, and manifesting the goal of educational justice spirit. However, even though the policy from Ministry of Education can be generally applied in the society, it cannot satisfy each student's needs. Therefore, this situation causes the malfunction of government policy. In the meanwhile there are a great number of non-profit organizations to provide assistances for the underprivileged students; by doing so, it can compensate the insufficiency of services from the government. VU,4By the research methods of analyzing literature reviews, semi-structured interviews, and observations, the present research explored the current situation in educational poverty relief plan from the non-profit organization, Fo Guang Shan Chiayi Yuan Fu Temple, which conducts "night angel's schoolwork assistance class" in Chiayi. The result shows that although the rich and diversity in the teachers group from Fo Guang Shan teacher branch, the present work is mainly focused on schoolwork instruction and occasionally coordinates other curriculums Therefore, the curriculum plan doesn't reach maturity due to the establishment in a short time in one year. The suggestion in the present research is that the night angel's curriculum assistance class of Fo Guang Shan Chiayi Yuan Fu Temple should apply the rich teachers to organize the teacher counseling group and provide diversity curriculums. In addition, the construction of the schoolwork instructional curriculum should be built by referring to the experiences of other non-profit organizations; by doing so, it can help more underprivileged students in Chiayi. |
