    Abstract:   在全球化的背景下,突發性之新興傳染疾病在全世界蔓延,引起全球性恐慌以及人類重大的警訊與危機。因此,人類社會開始重視公共衛生與傳染疾病問題對國際社會造成的重大影響與迫害,特別是東南亞區域,更應該加以因應與處理,以防止新興傳染疾病問題產生重大區域與國際安全之隱憂。   更因,安全之議題已擴及至衛生領域,在跨國性的公共政策,國際社會和國內社會的全球化之下,一樣需要共同的權威與共同的體制,透過國際合作來實現,所以,在未來公共衛生政策的跨國合作與因應,在全球治理的理念下,是可以被實現的,也將是未來趨勢所無法避免的。   因此,本研究企圖探求全球治理之下新興傳染疾病之防範與應對,以及全球治理之機制在東南亞區域中扮演之重要性、成效性,及如何針對全球治理之困境,提供改進空間與遠景,使東南亞區域之新興傳染疾病趨於和緩與平靜,更在東南亞區域安全中,取得更好的平衡。   經研究發現,在全球治理之途徑下,針對東南亞區域新興傳染疾病之因應與處理,確實有其重要性、必要性與成效性,在全球治理機制下各部門之行動與計劃,能夠快速反應、因應與處理,並針對東南亞區域提出警報與因應方法,使得東南亞區域有明確因應策略與政策指引,但是,在東南亞區域之全球治理也非無懈可擊,各部門中也出現合作、協調上之缺失與疏漏,因此導致新興傳染疾病並未完全阻絕。因此,在東南亞區域之全球治理,還是需要改善與改進,以適應東南亞區域目前需要全球治理之迫切性。
      In the context of globalization, the sudden emerging infectious diseases was spread around the world, which causing a global panic and a major warning and crisis of human being , therefore, human society began to took the public health and the infectious disease question which creates major impact and persecution to the international society, especially the Southeast Asia region, it should be in responses and treatment, to prevent emerging infectious diseases which have the biggest worries on regional security and international security.   Therefore, security issue has been extend to the field of health, and in the transnational public policy, globalization of the international community and domestic social, also need for the same as common authority and common institutional, and through international cooperation to achieve the goals, so in the future, Cross-border cooperation in public health policy and responses, under the concept of global governance, it can be achieved, and also trends can not be avoided in the future.   In the last, this study attempts to explore the global governance, the Emerging infectious diseases, prevention and responses, and the importance and effectiveness of play in global governance mechanism, and how to address the plight of global governance, and provide improved space and vision, let the Southeast Asia's emerging infectious diseases tend to eased and calmed.   According to this study, under the global governance, in response to emerging infectious diseases in Southeast Asia region, indeed, its' importance, effectiveness and necessity, under the governance mechanism, every sector's action and plan, it's could be Rapid Response and treatment, and to raise the alarm and coping methods, which makes the Southeast Asia region has a clear response strategies and policy guidelines, but global governance in Southeast Asia region is also non-perfect, even the every sector has lack of cooperation appears, it leads to emerging infectious diseases are not entirely denial. So, the global governance in Southeast Asia region, still need to improved, and to meet the urgency of global governance in Southeast Asia region now.
