歐洲與台灣,這兩個地理位置相隔超過一萬公里的地方,看似毫無瓜葛但是卻早在西元十六世紀產生了關聯,台灣退出聯合國後,邦交國銳減,各國改以設立代表辦事處的方式繼續與台灣的經貿交流活動,而新近的代表辦事處則為歐盟所設立的歐洲經貿辦事處,意味著台灣在國際經貿上受到歐盟這個擁有廣大市場的超國家組織的關注。 自2003年3月10日起歐盟駐台經濟暨貿易辦事處已經在台灣設立滿六年了,並且即將要邁入第七個年頭,歐盟於2009年5月22日又設立「歐盟研究中心」進行更深入的學術交流活動與提升歐盟在台灣的整體印象,再在顯示歐洲與台灣雙方關係的發展更加密切。 透過觀察歐盟機構在台的活動,注意這些機構的業務與發展,檢視其在台所發揮的影響是本研究討論的重點。 Europe and Taiwan, these two places geographically separated more than ten thousands kilometers, seem no relationship with each other but they had already contact in sixteen Century. After expulsion from the UN, the diplomatic allies of Taiwan reduced . But each country established Offices and sent delegations to continue economic and trade exchanges with Taiwan. “European Economic and Trade Office” the latest delegations and Offices established by European Union, means Taiwan’s international trading getting attention by European Union, one of the supra-national organizations which have vast market. Since March 10, 2003 the European Economic and Trade Office in Taiwan has been set up over six years, and is about to enter the seventh year. European Union also set up a " European union Center in Taiwan" on May 22, 2009 to conduct more in-depth academic activities and to enhance Taiwan's overall impression of the European Union. These facts bring out the closer bilateral relations between Europe and Taiwan. The main points of this study. are: observing the activities of EU institutions in Taiwan, paying attention to their business and development and realizing their influence.
