摘要: | 近年來由於社會快速變遷及民主化高度發展、加以科技昌明、物質生活提昇。現今的校園可謂是一個微型社會的縮影,各種重大的校園危機事件層出不窮,其嚴重性及不確定性與日俱增。舉凡天然災害、交通意外、管教衝突、食物中毒、精神疾患、自我傷害、黑幫勢力滲入、網路犯罪、校園霸凌、藥物濫用、愛滋病防治及性侵害事件等,危機一旦發生將造成當事人與學校難以預估的傷害,成為社會關注的焦點。如何能確保校園安全,建立有效的危機管理歷程,乃當前學校行政管理者必須慎思的重要課題,期使危機傷害降至最低。 與此同時,有鑑於國內民間非營利組織日益蓬勃發展的趨勢,乃公民參與公共政策制定或解決社會問題的中介管道,希望藉由非營利組織獨立、自主與公益的特性直接採取行動,參與政府部門公共政策的歸畫與執行,來協助政府部門改善公共服務的品質及效率,這種非營利組織與公部門協力合作的互動模式已蔚為風潮,相關研究也逐漸受到國內學者的重視。 本研究旨在探討非營利組織與學校合作關係,採質性研究中之深度訪談法,以台南縣新豐區四所高中職校園危機管理進行個案研究,訪談對象的選取方面,主要以新豐區高中職學校教育人員的職務及工作性質來區分一、二級主管、危機管理人員與教師等共12 位,除藉由瞭解新豐區常見危機類型與原因、危機管理機制運作現況及危機管理所面臨困境等相關問題外,同時也深入探討學校(公)與非營利組織(私)協力校園危機管理的合作現況、角色定位及危機解決的管理途徑等問題。根據研究所得作一整合性的歸納彙整,藉以提出結論與建議,以提供給學校、教育主管機關、非營利組織以及未來進行相關研究之參考。 Due to the drastic social changes and thorough democratization with well-developed technology and bountiful material life, campus is viewed as a micro-society to a certain degree. Various campus crises are with increasing uncertainty and seriousness. These Crises include natural disasters, traffic accidents, conflicts between teachers and students, food poisoning, suicidal attempts, campus gangsters, crimes on internet, bully in campus, drug abuse, AIDS prevention, and sexual harassment/assault. Any of the above crises happening in campus does much harm to the victim and his/her school. Thus, how to ensure campus safety and establish effective crisis management system is important to school administrators in order to reduce the follow-up damages. With continuous growth of the Non-Profit Organizations(NPOs) in Taiwan, it is expected that with its nature of spontaneous civilian engagement in policy making and its great help in dealing with social problems, governmental and official sections can improve their service quality and efficiency. This mode of cooperation relationship between NPOs and public sections has been commonly applied in recent years. Related studies also attract more attention from researchers and scholars in Taiwan. This research paper aims to discuss the cooperation relationship between NPOs and schools, adopting intensive interviews for a quality study. Four high schools and vocational schools in Hsin-Feng area in Tainan county are chosenas the subjects of case study. The 12 interviewees including directors or chief of a section, people who are responsible for crisis management and teachers are interviewed for a better understanding of the common types and causes of crisis in Hsin-Feng area, the existing crisis management system, the present and transitional cooperation relationship between NPOs and schools. The analysis of the interviews helps to offer an overview, practical applications, and suggestions for schools, educational administrators, NPOs, and future research. |
