摘要:	社區警政在台灣出現已經有十幾年的歷史了，社區警政的崛起，在於歐美國家發現傳統的警政策略已經無法因應錯綜複雜的時代挑戰，而台灣的社區警政，一則因為國外潮流的衝擊，不少警察首長回應警政學者的呼籲，將社區警政視為自己「不落伍」、跟的上時代的表徵；一則因為國內市民主義與社區總體營造的推動，當民意高漲，人民作主的意識不但參與公共事務的治理，也進入過去不容平民介入的警政治安領域。本研究主張：在台灣這樣一個由國家社會走向公民社會的過程中，社區警政的推動，需要由警察中心 (police centered) 走向社區中心(community centered)，才有可能永續經營，永續發展。　　Community-Policing have been developed for 10 years. The rise of Community-Policing is due to the fact that the traditional Policing policy cannot find a solution to the complicated challenges nowadays in Euro and in USA. The Community-Policing in Taiwan was impacted by eastern countries. Therefore,more and more the chiefs of police reponsed to the appeal of the Police Scholars and regarded Community-Policing as the advanced and prevalent features. Another factor is the ideology of the citizen and the force of total community construction. Public opinion and citizen participation in political decision-making has become a new force in our society nowadays, even get involved in the police security work. The main viewpoint of this research: In the process of democratization from national society in Taiwan, as far as the propel of Community-Policing, it must to lead police centered head for community centered for sustainable development.
