    Abstract:   近年政府財政情況越來越困難以及全球經濟不景氣的現實狀況下,造成政府公部門的補助以及社會大眾捐贈的數量大幅縮減,許多非政府組織產生了資源短缺的狀況,甚而造成無法生存、發展的窘境;因此,「募款能力」的建構,也就成為這些中小型非政府組織急需關注的課題。由於「募款」具有許多層次的意義,因為廣義的募款不只是財物的募得,而是包含著各種有形與無形資源及能力的獲得,更重要的是在募心,在募款的過程之中點化人生。         公視為非營利組織,其營運模式不同於一般商業組織,非營利電視台又強調不依賴廣告、不刺激收視率的方式來營運和製作節目,與大部分的非營利組織一樣,因此,公視在每年約4億餘元的自籌經費壓力下,必須面臨其他NPO更大的挑戰。本研究以國內媒體類型基金會之個案研究為研究主題,探討在複雜的媒體生態環境下,公共電視基金會在募款策略的訂定與決策過程有哪些外力影響?並探究其優點與劣勢,藉以提供爾後管理建言與精進建議。    本研究有下列幾點研究建議,用來強化我國公共電視基金會的募款能力:一、對於管理機關與現行法規、體制方面,研議修改公共電視法。二、在募款策略上,配合現行教育體制,將公視推廣至校園,並發展募款異業策略結盟。三、在募款管道上,招募企業大型募款。四、在募款策略上,善用運用事件行銷及專案行銷。五、在募款倫理上,強化財務公開及社會責信作為。
      Under the stress of global economical recession, the cut-down of government budget and the shortage of public donation caused critical impact. The capability of the fundraising from NPOs has become more and more important. There is no exception for the PTS, PTS is a NPO and can't gain the profit like the other commercial TV station from its Ads or programs, so it is a tough challenge for PTS to collect its annual expends among to NT$400,000,000. In order to built-up the fundraising capability of PTS, this case study is to find out the shortage, advantage, benefit and weakness during the fundraising process and to provide some practical advice for the PTS.        There are five points to be given that the conclusion- law amendment, co-alliance by variety business, fundraising from big company, marketing strategy reformation and accountability enhancement.
