    Abstract:   面對全球產業分工體系與經濟發展的改變,台灣未來除了持續朝向高科技方向發展之外,更應積極努力轉型為以設計、創意、品牌為優先的創意經濟,這也是目前全球極力發展以知識、創意為核心的新經濟產業型態。    藉由閒置空間再利用的概念,發展出「創意文化園區」的設置,是政府大力推動文化創意產業的計畫之一。從資源利用的角度來看閒置空間的活化,具有「環境保育」的觀念;從地方經濟發展的角度來看,則具有整合產業與促進區域特色發揮的經濟作用;另從文化藝術的角度來看,更具有從硬體建設轉變為以發展軟體建設為主的意義,並著重美學與文化的結合。早期的藝術文化發展是以活動(節目)和表演者為主體,甚少結合古蹟與歷史建築營造出的空間做整體規劃,而「創意文化園區」的發展,考驗政府部門作為主要政策制定與經營者的角色,如何將建築空間充分運用達到活化的目的;如何在維護與管理的財源控制下讓民眾有參與藝文活動的地方;亦或是委託民間有能力的私部門共同合作並管理與營運,有效結合民間人力與物力的資源,達到「創意文化園區」的永續性,這都是本研究所要探討的重點。    最後本研究經由訪談與歸納分析,導入公私協力的合作型態,提供未來創意文化園區以政府業務委外經營模式或民間企業承接政府委託辦理業務之具體參考要素。
      Facing a new situation that the global industry adopts a dividing labor system, and the economic development is changing, in the future Taiwan should continue to develop high technology, and also actively change the business type to a creative economic type based on designing, creation and own brand name as a priority. This is a new economic industry, centered on knowledge and creation, and currently developed worldwide.    With the concept of reusing deserted space, we develop a Creative Cultural Park. This is also one of the culturally creative plans which our government actively promotes. From the viewpoint of resource recycling, the activation of deserted space conforms to the concept of “environmental protection”. From the viewpoint of developing local economy, it has an economic function to integrate industries and promote the development of regional features. Furthermore, from the viewpoint of culture and art, it primarily implies that the hardware construction has transferred to the software construction, and stressed on the combination of aesthetics and the culture.    At the early stage the development of art and culture, the activity (program) and the performance are the main subjects. It is very rare to combine relics and historic buildings to make an overall planning. However, the development of creative culture park is testing our government department, the policy maker and the administrator, if he can adequately use the buildings and the space, and activate them. Under the limitation of financial resource used on the protection and the management, how can he provide people with a place for the activity of literature and art ?    Our government may work with capable private organizations, and sources out the management and operation to them. By means of jointing effective manpower and material resources of non-government circles, the sustainability of creative cultural industry can be achieved. This is also the focal point to be probed in this study.    This study was made under interview and inductive analysis. Thus, a mode based on public-private partnership and contracting out service for the creative cultural industry is brought out. This mode is for the reference of government who wants to outsource service, and also for the reference of private enterprises who have interest to accept contracting business.
