一國之強盛與否,其軍隊是一個關鍵的指標。因此維持軍隊的戰力以及運作成為了重要的工作。而要維持軍隊之戰力與運作,尋找合適的人才便是當中最迫切的一環。本研究探討現今兵役制度的改變,對空軍之部隊實際運作時所帶來之影響與衝擊。進一步研究義務役士兵役期逐漸縮短現象所採取之因應措施。最後將針對現行空軍常備兵分發制度中,探討如何使各單位選得適任的人才,並改善役期縮短造成人力不足的現象。 本研究以訪談及問卷發放的方式對此議題進行研究,首先探討各單位對義務役士兵役期縮短之看法及所受到的衝擊。其次再透過問卷的發放,進一步驗證現今兵役法規的制定對空軍各單位的人力運所產生的問題。 訪談結果發現,空軍各單位主官對於義務役士兵役期縮短之政策表示贊同,但認為缺乏適當的配套措施。而在受限於政策規定之上,空軍許多聯隊並不具有對新兵進行遴選的資格,而此限制也成為各單位在人力運用上最大的困難,導致新兵在所屬的部隊之中工作績效低落。本研究並針對此研究結果提出適當的建議及改革方向。 The military force is a key indication of powerful or not for a nation. It’s and important job to maintain the force of military. To seek human resource is crucial for maintaining the force of military. The objectives of this research are to analyze how the change of military policy affects the manpower utilization of each corps and how they deal with the shorter length of compulsory soldiers. Finally, this research will bring up the method to find the right person and put him to the right position in each corps. We take both the qualitative research method and questionnaire to do the research. First of all, we investigate how the supervisors of each corps think about the shorter length of compulsory soldiers. Then, we use the questionnaire to confirm the how the military rule crash the manpower utilization of each corps of air force.Most supervisor think there are not enough supplementary measures for the rule of shorter length of compulsory soldiers. Therefore, most crops of air force do not have the right to select the new soldiers because of the military rule. And it is the tough problem for these crops. We will bring up some advice for this problem by the research.
