2005年行政院宣示推動「台灣健康社區六星計畫」,藉全面檢視、檢討的過程,讓台灣的社區政策,有全面性、完整性的發展進程與視野。 本論文是針對一特定社區發展協會,如何對社區內外籍新娘實施終身學習教育,使渠等得以適應文化差異、語言溝通、婚姻調適、子女生養等問題,就其角色與功能為何作做一探索性之研究,使渠等能融合於我國社會,共同營造提升國家競爭力。 本研究採立意取樣,研究方法分為「文獻分析法」及「深度訪談法」,並以「社區協會幹部」、「參與終身學習外籍新娘」及「社區居民」等為訪談對象,就所得到的研究結果結合文獻探討加以分析。 本研究主要結論摘述如下: 研究者參照文獻所載擬定社區發展協會應具有之角色與功能,驗證「寶來社區發展協會」在推動外籍新娘終身學習中所扮演的角色與功能,經過訪分析後,其所呈現的結論都是肯定的。而協會在運作上仍有城鄉差距影響資源獲得、地方資源未能有效整合、居民公益熱忱待提倡、家庭因素影響學習參與、就學管道待開拓等困境問題,亟需展望於未來政府及協會運作上能有所突破精進。 研究建議:政府部門:1.正視外籍新娘問題,研謀解決政策。2. 偏遠地區專案交由社區發展協會協力為之。3. 編撰適用教材,供學習參考運用。社區發展協會:1. 協調鄉公所整合地方上可用之資源。2. 擷取其他社區經驗、整合區域內資源共享,提昇協會運作效率及效益。3. 協調社工單位介入輔導,鼓勵外籍新娘踴躍參加。4.鼓勵社區居民加入協會志工行列。5.推動社區募款廣闢活動經費來源。 In 2005, the Administrative Yuan proclaimed to promote the “the Six Stars Plan for a Healthy Community” which tried to construct a comprehensive policy for community life. One of the plans is to enrich the function of Community Development Association in every community. The dissertation intends to concentrate upon a case study of Bao-Lai community development association where the foreign brides participate in the lifelong learning project. Several questions concerning the relation between foreign brides and lifelong learning project, such as adaptation to different cultures, communication problem, marital life adjustment, children-raising problem will be addressed in this study. As an explorative study on the role and function of community development association in terms of foreign brides, the dissertation attempts to contribute to harmonization of those foreign brides into Taiwan society and to promotion of national competitive capacity. This study is based on purposive sampling, the literature analysis and in-depth interview. The interviewees consist of community development association cadres, the foreign brides who participate in lifelong learning project and community members. We have the following results: The role and function of community development association in relation to life-term learning project is confirmed. The gap between urban and rural area really affects the availability to resources, and that the local resources are badly integrated. It also proves that enthusiasm of the community members still is needed. The family factors influence the achievement in lifelong learning project. The accessibility to learning project should be enlarged. As a whole, the problems mentioned above are still waiting for consideration by the government and community development association. We suggest that government has to pay more attention to the problem of foreign brides and to make productive policy; to authorize the community association for lifelong learning project in remote area/ extended area; to compile proper textbook and reader assisting foreign brides in learning and consulting . For the community development association: to collaborate with township office as to integrate available resource; to learn from other successful experience and share local resource so as to make improvement in terms of efficiency and benefit; to cooperate with social work institutions in providing consultation; to promote participation from community members in volunteer work in learning project; motivate fundraising in community to finance learning project.
