    摘要: 　　運動健身的觀念早已深植人心，隨著時代的進步，運動對於人類的生活愈來愈重要，不單只是追求個人的健康，還能滿足個人的成就感，而且若是能引導人人參與運動，更有助於社會安定與和諧，從地方到國際的體育賽事，莫不成為世人矚目的焦點，尤其是世界列強，已然將體育競賽視為國力強盛的象徵，無不卯足全力推廣全民運動。台灣也積極在推廣體育運動，從中央的行政院體育委員會、教育部體育司一起聯手，分層級分階段來推動國家體育政策。民間體育組織也接受政府組織補助經費，配合政府政策來推動體育。　　　　台南縣體育會乃是台南縣推動體育最主要之民間組織，藉由向各界募集經費與資源，指導管轄的單項運動委員會、鄉鎮市體育會，配合台南縣政府與中央體育組織的體育政策，有計畫地推行各項工作。本研究採用質性研究的文獻探討、深度訪談以及參與觀察，利用個案分析方式，來探討非營利體育組織之運作與管理，探討台南縣體育會的運作模式、遭遇困境、執行現況，嘗試尋求未來發展目標與實際作為之參考。　　　　整體看來，社會體育的推展，仍要和學校體育密切配合，並且相輔相成，才能發揮其最大的成效，這需要由台南縣體育會、單項運動委員會與台南縣政府聯合規劃，地區以學校為單位合作發展，以活動（休閒體育）、競賽（競技體育）的舉辦，統合各項資源來執行才能提升全縣運動風氣。
    　　With the development of new era, the concept of sports has been deepening in our heart. Nowadays, sport plays an important role in our life, not only pursuing personal health, but also satisfying personal achievement. If everybody is induced to some sports, it will benefit the social stability and harmony in our society, with or without respect to people focusing on local or international competitions.　　　　Competitions award seems as a symbol of national power for those big countries. They promote the entire people sports with all their efforts. In Taiwan, The Sports Affairs Council, Executive Yuan was combined with Sports Affairs Bureau, Ministry of Education to promote relative national policy by various levels and stages. Private institutions also receive the government’s funds to cooperate on this project.　　　　Tainan County Athletics Association is a nonprofit organization to deal with main local sport institution in Tainan County. This institution gives impetus to most sport affairs by using social resources and financial support to conduct Single Sport Item Committee and other smaller associations in towns and villages.　　　　This research use qualitative research as surveying relative references, interviewing key personnel and conducting on-site observations. We also use case studies to discuss the management and operations of NPO (Non-Profit Organization). The operations, the suffered problems and current situations of Tainan County Athletics Association are the main focus of this research. 　　　　We find out that the development of social sports as a whole must match up with school physical education to have a fruitful result. It’s necessary to combine Tainan County Athletics Association, Single Sport Item Committee with Tainan County Authority for developing and holding activities (leisure sports) and competitions (athletics sport) and unite various resources to elevate the sport atmosphere of Tainan County.
