    摘要:   我國選舉被人形容為幾年一次的大拜拜,選完後「勝者為王,敗者為寇」、「當選過關,落選被關」,整個選舉過程總是充滿驚奇與一些光怪陸離的現象。然而,選舉委員會累積數十年實務經驗,努力為扮演好執行者的角色而奮鬥,但卻動輒得咎,該罵的還是會被罵。究其根源,畢竟選舉委員會是行政體系的一份子,有其限制與弱點。    近年來,非營利組織、志願性服務組織以及志工等逐漸為政府機構及民間企業所重視,並以「第三部門」稱之,在其有別於僵化且一切必須「依法行政」的政府部門及以「營利」為最高指導原則的商業性部門等官僚體系,可以兼顧「效率」的需求及「公益」的角色達成其社會責任與目標,並以強調「願景」、「責信」的功能性組織,彌補「政府失靈」之現象。    民主制度之可貴在強調「公民參與」,選舉為公民參與的管道之一,民眾則透過「投票」來完成個人意思表示。在我國選務歷程中,不可諱言有其歷史包袱,不僅民眾在摸索,選務機關亦在學習,形成各種選務措施設計以安全及防弊為優先考量,在此一過程中,民眾則因為各種嚴格限制,喪失應有的便利及參與的樂趣。    選舉是現代民主國家眾人之事重要的一環,是與「人」有關又必須特別強調「法治」的業務。因為不涉及立即性的資源分配,具有季節性的運作特性,當候選人與政黨在爭取「選民」支持的時候,選舉委員會則須無條件營造一個公平、公正的情境,端賴平時的耕耘。    現代選務機關已不是以逸待勞、養兵千日用在一朝的組織,而是必須更加積極以民主教育代替政策宣導,以招募志願服務人員代替指派特定工作人力的運作模式。    本研究以民主化、公民參與公共事務等理論為基礎,運用非營利組織核心價值,標榜「服務」、「公益」、「志願」的精神,以及人力資源發展之「激勵」手段,形成選務機關之鐵三角,建立選務服務之平台。    同時期盼藉由擴大選務人力的參與面,提昇我國選務品質及民眾民主素養,使各項選務作為在充分開放資訊下,以完整而正確的理念與願景,獲得各界的肯定、支持與讚賞。
      The election process in Taiwan has always been one filled with surprises. It's been described locally as the big "worship" that takes place every few years, and no doubt one with strangely high stakes. After the election, colloquialism sums up the ante with the phrase "winner rules all, loser is ruled." The Central Election Commission (CEC) has took on the executive responsibility in elections for the past decade and has received many criticisms. As a result of being part of the government administration under the executive branch, the commission has unique limitations and weaknesses.    Governments and private business have gradually drawn more attention to non-governmental organizations (NGOs), voluntary services and volunteers, which are usually referred to as "the third sector". The third sector is different from the rigid and protocol-driven government system and it’s different from the business sector that aims for profitability. The purpose of the third sector is to strike the balance between efficiency and public interest, and consequently to achieve social responsibilities and goals. In addition, it stresses the functions of "vision" and "accountability" in the event that it may compensate for the phenomena of "government failure".    "Public participation" is essential to any democratic system and election is one of the mediums of public participation since it provides the public with a means to express their opinions through casting votes. The fact that elections in Taiwan has had its faults is evident throughout Taiwanese history. Therefore, the public and the election institutes have been learning and finding methods to ensure better security and fraud-prevention together. As a result of this process, the public has somehow lost the pleasure of convenience due to all the different kinds of strict limits to the simple act of voting.    Election is the key to the public in modern democratic countries; it is not only related to "human beings" but also "the rule of law". The Central Election Commission provides a fair and just environment with candidates and parties to fight for the support from the voters. Modern election institution should play a proactive role in educating the public about democracy, rather than retroactively propagandizing policies. In achieving this, it would be possible then to replace the operational method of “recruiting” volunteers to appointed workforce.    The election service platform in this research was established by the "Iron Triangle": the theories relating to democracy and public participation in public policies, the core values of NGOs (services, public interests, voluntary, and inspiration methods used by human resource development). It will enhance the quality of elections and democracy in Taiwan by extending the participation of workforce in election practice. Consequently, by adapting open information and using holistic and correct concepts and visions, the commission wishes to receive confirmation, support, and appreciation from different sectors.
