    摘要:   本研究緒論部份說明志願服務之趨勢、志工管理之重要性及章節安排。文獻回顧方面,探討志願服務的意涵與志工之定義、志工管理的相關文獻。在研究方法與設計方面,採質性訪談配合志工管理實務所得數據加以分析,及說明研究對象與範圍,其後為研究步驟與架構。在研究分析與結果方面,則依訪談內容及中區老人之家志工評鑑資料加以分析,再述明中區老人之家志工隊運作概況及其志工管理模式。最後為結論與建議及研究限制。    本研究依據深度訪談及中老檔案資料所獲得的資訊編碼的架構作分析,共分為六節,依序為:一、機構運用志工的基本理念;二、志工的管理方式;三、志工管理過程中遇到的困難;四、運用志工對社工課或志工督導的負荷及幫助;五、未來運用志工的方案發展及規劃的方向相對的優勢及弱勢;六、如何經營與志工的關係。    結論部份有:一、志工運用彌補職工人力不足,更可以提供更多元或專業之服務。二、志工管理方式上,均依中華民國志願服務法規定辦理,如此志工隊便可生生不息永續經營了。三、志工管理遇到的困難,透過充分溝通與再教育,都可以迎刃而解。再不然由志工督導層級完成協商,也能達成共識,化解疑慮或紛爭。四、督導或幹部運用志工不怕志工業務量增加,而擔心沒有足夠的志工人力來協助對老人的服務。五、中老志工隊因時代趨勢及政府大力推動,國人參與意願相對提高,而中老可以提供一個環境佳、空間大的活動空間,都是其推動志工服務相對的優勢。六、經營與志工的關係,志工督導或幹部普遍認為視為家人、朋友及為伙伴關係,藉辦活動凝聚向心力,以溝通增進互信互賴,都能增進志工之關係。至於改善方法則有,認清機構宗旨減少流失率,建立志工歸屬感,消弭認知差異。
      This preface introduces the trend of voluntary service, the importance of volunteer management and chapters arrangements. Chapter for review of the literature researches the meaning of volunteer services ,definition of volunteers, and volunteer management of the relevant literature. Chapter for research methodology and thesis design investigates mining qualitative interviews along with data analysis of volunteer management practices. The third chapter studies the steps and structures of the research. The fourth chapter evaluates the data from the interview of the volunteers for the Central Region Senior Citizen’s Home. The fifth chapter restates clearly that how the voluntary organization for the Central Region Senior Citizen’s Home works smoothly and the way of its management. The final chapter is the conclusions and recommendations and research restrictions.     In this study based on in-depth interviews and old records of the information received by the coding framework for analysis, is divided into six chapters. The details are as follows : First, the main idea of recruiting volunteers for public organization. Second, the method of volunteer management. Third, the difficulties was encountered by the volunteer management. Fourth, the help and load for the utilization of the volunteers to the volunteer supervisors and social welfare organization. Fifth, The relative advantage and disadvantage for the future development of volunteer services. Last, How to build a good relationship between the supervisors and the volunteers.    The conclusions are : First, volunteers can make up for the lack of manpower, and also provide more professional and diversified services. Second, voluntary management is regulated by the law of voluntary services of ROC ,and can be surely going on a sustainable operation. Third, The difficulties encountered can be overcome through full communication and re-education. Otherwise, the disputes can be solved by the supervision level of volunteers and finally reach a consensus. Fourth, the management level of volunteers is not afraid of the increasing business, but worries that the manpower of volunteers is not much enough to assist the elder citizens. Fifth, the elder citizens of the voluntary teams are increasing because of the government promotion. Moreover, the organization of voluntary service can provide a good environment and a large space. Both of them are the advantages for the elderly voluntary service. Sixth, Volunteer supervisors consider volunteers as their family members, friends, or partners. The vigorous relationship among them can enhances the mutual trust and reliance. As for the improvements, volunteers must identify the aim of organization, reduce wastage rate, build the sense of belonging, and diminish the cognitive differences.
