    Abstract:   自1999年至2003年五年期間,震驚全球的SARS風暴、台灣921大地震、南亞大海嘯事件、日本阪神大地震、美國911恐怖事件…其對台灣經濟與工業產業影響甚鉅。    重大災難救援(Disaster Relief Logistics)瞬刻間必須要及時啟動物流機制,降低災難造成的傷害到最低的程度,在最短的時間內來挽救災難所造成的人力、物力損失,災難救援大都由政府與軍方聯手共同來收尾處理。本研究參考國內、外相關救援組織的救災物資作業經驗,從海運著手,台灣屬典型海島經濟型態,進出口貿易大多皆依賴海上運輸,台灣海運具運輸能量大、能源耗用低與運費低等特性,海上運輸亦成為災難救援的主要運輸工具之一。筆者藉由當前企業物流發展趨勢,試圖構建國內海運救災物流體系,以期救援物資能及時集配,有效協助降低災難所造成的衝擊。
      During 1999~2003, several disasters including the worldwide SARS crisis, 921 earthquake in Taiwan, Tsunami in Southern Asia, Osaka-Kobe earthquake in Japan, and 911 terrorist attack in the US, all caused considerable impact on Taiwan’s economy and industries.    When a disaster occurs, disaster relief logistics mechanisms will be immediately activated to minimize the damage of the disaster and reduce the loss of human and material resources in the shortest time. In most cases, disaster relief is usually jointly provided by the government and the military. With reference to the experience of domestic and international relief organizations in disaster relief logistics, this study focused on marine transport. Taiwan is a typical island economy and relies heavily on marine transport for export and import trade. Marine transport features large transport capacities, low energy consumption, and low transportation cost, so it is one of the major transports for disaster relief logistics. According to the current development of corporate logistics, this study attempted to construct a domestic disaster relief logistics system to facilitate efficient pickup and distribution of relief materials and effectively reduce the impact of disasters.
