| 摘要: | 隨著全球暖化(Global Warming)問題日益嚴重，人類無法以現今的科技抑制全球暖化，只能單就環境保護的方法以延長地球的壽命，因此有一套完善的環境政策將是目前首當其衝的課題。然而歐洲聯盟(European Union)乃是國際社會上公認具有完備的環境政策，其所實行之共同環境政策將具有指標性意義。 本文主要探討歐盟如何成就一套完善的環境政策，以及其共同環境政策(Common Environment Policy, CEP)演進的主要形成背景與特徵，其中著重在歐盟共同環境政策的發展過程與努力上。歐盟實施共同環境政策主要在於歐盟六次的環境行動計畫(Environment Action Programme)，其中包含了對歐盟區域內以及區域外，對內歐盟透過第五次環境行動計畫，將環境政策整合至各個政策領域，本文將以工業領域(Industrial)、共同農業政策(Common Agricultural Policy, CAP)、共同能源政策(Common Energy Policy, CEP)來舉例說明，以探究其環境政策之深化；對外主要以援助與環境合作的方式進行，將以與非加太地區(African, Caribbean and Pacific Region Countries, ACP)簽訂之《洛梅協定》(Lome Convention)及與地中海區域(Mediterranean)簽署之《地中海短中期計畫》(The Short and Medium-term Priority Environmental Action Programme, SMAP)，最後以綠色外交(Green Diplomacy)與京都議定書(Kyoto Protocol)來探討。 最後，在探究其發展的過程與努力當中，本研究進而發現歐盟實施共同環境政策所帶來之附加影響，因此在歐盟共同環境政策發展之脈絡下，除了達成環境保護的目標外，對內也間接帶動著歐盟區域內與環保相關產業的發展；對外在全球環境事務中可提升其影響力。
With the problem of global warming getting critical, human couldn’t restrain global warming by present technology; human can only extend the global age by environment protection. Therefore, a perfect environmental policy will be the first to be affected at present. However, the European Union is accepted with the most complete environmental policy, and the implement of the common environmental policy would be an index globally. The main point that this thesis discusses is how to complete a flawless environmental policy, and the background and features of the development of the Common Environment Policy, which emphasizes of the development and efforts of EU's Common Environmental Policy. There are six Environment Action Programme that EU carried out the common environmental policy, which including inside and outside EU districts. Inside EU, it integrates the environmental policy into various policies through the fifth Environment Action Programme; hence, we’ll take Industrial, Common Agricultural Policy, and Common Energy Policy for examples to discuss the deepening of environmental policy. On the contrary, it goes by support and environment cooperation with Lome Convention which signed with African Caribbean and Pacific Region Countries, the Short and Medium-term Priority Environmental Action Programme that signed with Mediterranean and Green Diplomacy to drive Kyoto Protocol. Last, there is additional affects found came from common environmental policy practicing during research process. Hence, under the skeleton of EU's common environmental policy development, in addition to achieve the purpose of environment protection, it will also indirect promote industry expanding that related with environment protection inside EU; contrarily, it will also promote affects in global environment affairs. |
