    Title: 鳶山堰水資源有效利用及板新給水廠淨水操作模式之研究

    Abstract:   鳶山堰係攔蓄石門水庫後池堰放流至下游極為有限之核配水量(約2.474CMS 或213.760m3 ),多數仰賴近20公里流域間之側流量 及88年3月始加入營運之三峽河攔河堰水量,以供應板新供水區及北桃園供水區所需水量,近年來因該等地區工商業急遽發展,人口快速增加,公共用水量大增,造成此等地區供水嚴重吃緊。    淨水廠平常從事淨水操作、給水輸送上均賴以動力方能運行,因而動力費(電費)支出是為淨水、供水成本之主要支出,至於操作時機搭配尖離峰用電或馬達功率馬力數之控制亦為影響電費支出之主要因素,因此淨水操作電力馬達調配良窳,決定了自來水生產成本。    2005年的艾莉颱風造成桃園地區無預警停水,2006年2月石門水庫進行活化作業(排放庫底污泥)致板新供水區無預警停水,造成民眾生活之重大不便,探究其原因為:(一)備援水量及管線未及時建立等因素所致(二)供水轄區急需設立足夠之調蓄水池(三)建立節流重於開發之水資源管理措施(四)建立各標的合理用水分配機制(五)統一水價並建立調整水價機制(六)各協調機制若因意見不一協調發生困難時,得由中央積極介入以改善水資源不足之窘境。「二十一世紀是爭水的世紀」近年來台灣地區國民所得不斷增加,工商業蓬勃發展,致需水量亦隨之大增,相對的亦加速集水區之開發與破壞,影響水資源利用,加上新闢水資源之阻力不斷提升,如何保育水源為現今最重要之課題。
      Yuan Shan Weir retains the Rear Pond Weir of Shihmen reservoir to match the water volume release to the downstream extremely limited nucleus (A2.474CMS or 213.76 ). Most admires between the nearly 20 kilometers basins the side current capacity and in March, 1999 beginning joins San-sia Weir. Uses for to supply the board to Bensin and North the Tao Yuan supplies the water district water demand. In recent years because of this local industry and commerce development, population fast increase, greatly increases with the public water volume. This local water supply seriously to lack.    The purification plant usually is engaged in only the water operation. The water ships the dependent power to be able to operate.     Therefore, the purification and supply of water most capital expenditure disbursement is only an electrical bill. The operation time matches the point to use electricity to the peak or off-peak, motor power, horsepower. Also is affects the electrical bill disbursement the primary factor.     The Aere typhoon in 2005 creates the Tao Yuan area to cut off the water supply without the early warning. In February, 2006 the Shihmen reservoir carries on the discharges the sludge work. Also creates the Bensin area to cuts off the water supply for the water district without the early warning. The populace live very in a big way are inconvenient. The reason has: (1) the backing water volume and the pipeline have not established. (2) The Storage Pond quantity is insufficient. (3) The establishment saves the water resource management measure. (4) Establishes the reasonable water used distribution system. (5) Unified water price and establishment adjustment system. (6) By central competent authority coordinated water resources.The 21st century is the waters’ centuries. In recent years, Taiwan area national income continues to increase. The industry and commerce development creates the water the amount of use increase. Development and destruction of accelerates the Catchments Area. The water resources use and the development come under the influence. How protects the water source is the nowadays most important topic.
