| 摘要: | 台灣的移動通訊在這一兩年間爆炸性的成長，在帶動流行與商機的同時，也衍生出許多對公共空間的干擾問題。就在大哥大使用率越來越高的同時，喧騰一時的禁用大哥大問題，也突顯出大哥大在使用上也有因地制宜的限制。因此，本研究主要目的即希望透過「電訊技術」、「環境心理學」、「電波傳遞之安全顧慮」等相關文獻，針對台灣公共空間內使用大哥大的不當行為，提出大哥大使用禮儀、解決方案供各階層遵循與參考。 本研究運用文獻分析法蒐集國內外相關的專書、期刊、雜誌、報紙、圖說資料、學術論文、政府公報、發佈的新聞稿、禁用標誌與標語、海報、公文、消費者契約、會議記錄、招生簡章、網路資源等作為資料來源與分析基礎。另外，搭配觀察法採用「完全觀察者」的形式，實地觀察大哥大使用者的不當行為，以探究不當行為的成因，提出解決之道。為減低大哥大不當使用者不願接受訪談或問卷調查的限制，以輔助照相的方式，避免拍攝不當行為者，以禁用大哥大標誌為主要拍照對象，減輕當事人不願曝光的意願或隱私權的困擾，進行完全觀察，以獲得最真實的第一手資料，增加研究內容之廣度，並提升效度。 最後，從「安靜」、「安全」、「安靜兼安全」、「使用心態」、「使用習慣」、「其他應注意事項」等六大層面，提出大哥大使用禮儀，讓公共空間內的大哥大使用者能產出最好的溝通模式，實踐「小小的尊重與尊從」到「處處都安靜與安全」的最高使用境界。
The moving telecommunication in Taiwan has an explosive growth in the past two years. In the same time of bringing the fashion and business, it also created many disturbance problems for the public space. As the frequency of using mobile phone is increasing, the problem of prohibiting the mobile phone usage has shown that the mobile phone usage is limited by the location. Therefore the main purpose of this research is hoping that via the relevant documents such as : “Technology of Telecommunication”, “Environmental Psychology”, “The safety concerns of the electric wave passing” etc. to focus on the inappropriate behaviors of using mobile phones in the public space. And suggest the etiquette of using the mobile phone and provide solution for each level of the public to obey and refer to. This research uses the document analysis method to collect the relevant monographs, journals, magazines, newspapers, picture references, academic theses, government communiques, news releases, prohibition signs and slogans, posters, official documents, consumer contracts, meeting notes, student recruiting fliers, and Internet resource both domestically and internationally and use these as the reference and the base for analysis. Also combining with the observing method of “complete observer” to actually observe the inappropriate behaviors of the mobile phone users and study the reasons for the inappropriate behaviors and provide the solution. In order to reduce the limitation caused by the refusals of the mobile phone users to the interviews or questionnaires, we use the supporting photographing method. We would take the “Prohibition Sign of using mobile phone” as the main object, and avoid taking pictures of the people who are using the mobile phones inappropriately. In this way we can reduce the problem of invading people's privacy and people's unwillingness of exposure. We can then in this way proceed the complete observation and gain the authentic first hand data, broaden the research and increase the efficiency. Finally, from “silence”, “safety”, “silence and safety”, “attitude of using”, “using habits”, and “other points of attention” these 6 levels, we bring up the using etiquette of mobile phone, so we could come up with the best communicating style for using mobile phones in the public space. Practice from “small respect and obeying” to highest using stage of “silent and safe everywhere”. |
