Abstract:	在探索歐洲事務的過程當中，不難發現，每個民族或都市都有其自身的文化背景和建構的價值觀。十八世紀工業革命後，社會結構轉變使得城市逐漸成為人口聚集之地。現今全球化的運作奠基於城市或區域，其不只關注城市內部特殊的形塑力量，城市在全球體系中的位置與其他城市(或區域)之間的網絡關係亦為觀察重點。巴黎從西元前三百年的一個西堤島到十七、十八世紀的歐洲首都乃至今日仍可稱為全球城市，其文化遺蹟的保存、完善的公共建設、都市的整體規畫及多元文化的國際城市，使巴黎成全球最美麗的都市。其間歷經幾世紀的改革，及歷代領導者所投入的建設，將巴黎推上歐洲區域甚至全球的舞台。因此研究者選擇巴黎作為進入歐洲社區發展之開端，文中將以都市計畫的政策執行為主軸，並從政策面向尋求其背後的影響因素，再給予歸納與分析。而這篇論文空間的面向將以法國巴黎地區為主要的研究對象，而時間面向將以二次大戰後巴黎人口急速增加至目前為一個主要探討的時間範圍。主要的章節架構以時間序為推演過程，第二次世界大戰、1983年法國社會黨執政及90年代為時間的主要分野點。 It is not difficult to be found that each nation or city has its own cultural background and constructive values in the process of studying European affairs. After Industry Revolution in 18th century, social construct has transformed, cities gradually become a place where people congregate. Now the function of Globalisation bases on cities or regions, it concerns the spe-cific efforts of formation in interior of cities and it is also the focus of ob-servation that the network between the position of cities in global system and other cities/regions. From an isle cité in 300 BC to European Capital in 17th and 18th century, Paris has been considered as global cities. It makes Paris the most beautiful city in the world, because of the preservation of cultural relic, proper infrastructure, the integral scheme of cities. After the reformation and the constructions made by all past leaders during sev-eral centuries, Paris steps on European region or global scene, hence re-searcher selected Paris as the outset entering the development of European Community, the city plan will be discussed as the main axis in the context, and find out the potential influential factor. The spatial dimension of the thesis is Paris region in France, and the dimension of time during the post-war to the present, and the World War II, the French Social Party held the reins of government in 1983 and the 90s are the main line of de-marcation.
