    Title: 民眾對於殯葬資訊的認知與需求之研究─以宜蘭市民眾為例

    Abstract:   本研究的目的為了解宜蘭市民眾的殯葬活動資源來自何處?民眾對於殯葬活動的認知有多少?民眾對於殯葬資訊的需求為何?研究過程以訪談方式建立問卷題目,利用電話號碼簿為抽樣架構,收集資料並進行統計分析。根據研究結果發現: 一、 宜蘭市民眾殯葬資訊的來源,以村里家族長輩為主要對象;在判斷資訊上,則轉向具有實際處理殯葬經驗的親友要求協助。二、 宜蘭市民眾多數不清楚殯葬法規及政策的內容,而政府對殯葬政策的宣導也極度缺乏。三、 民眾期盼政府能輔導業者改善服務品質,公佈優良名單以保障民眾利益。四、 多數民眾屬意委由殯葬服務人員協助,所以多數民眾並不清楚各項細節的費用;而儀節中,以火化進納骨堂塔為多數民眾第一首選,並認為殯葬活動應該與宗教儀軌密切配合;有較多的民眾認為土葬總花費40萬元為合理費用,卻認為此一費用應可更低,可見民眾對於目前殯葬活動與費用間頗有微辭。五、 對於殯葬活動認為要事先規劃的民眾佔多數,而了解生前契約的民眾比例較低,因此可發現民眾有認知,事先規劃殯葬活動的必要性,卻不知該如何進行。六、 多數民眾認為政府應負起責任提供正確殯葬訊息,也認為自己有必要去了解殯葬訊息,尤其是可靠的殯葬服務公司、法規及價位。七、 對於國內殯葬市場的開放,多數民眾認為有易於殯葬資訊的開放,但對於開放殯葬市場,提供跨國公司進入國內服務的可行性,半數的民眾則認為不同的殯葬文化,擔心會影響對民眾的服務品質。八、 政府應該在民眾面對殯葬活動有困境時,伸出援手協助,以減輕家庭的負擔。九、 民眾認為殯葬業者應該開立發票,一方面規範業者營業行為,一方面保護民眾殯葬消費權利。   因此就政府的立場,應該更積極推廣殯葬的資訊,協助民眾殯葬活動的進行;就殯葬服務工會的立場,應該輔導業者提升服務品質與競爭力;就教育主管機關,則可建立殯葬技職體制與研究單位,催化殯葬資訊的公開;使民眾面對殯葬活動時,能化被動為主動,了解所需要的殯葬活動消費,做出屬於自己的殯葬選擇與決定。 
      The objectives of this research study were to understand the sources of funeral and interment information to I-lan residents, and their needs of funeral and interment information. The research framework included questionnaire survey based on interviews, random sampling from the Yellowpage, and data analysis. The research findings were as follows: 1. The sources of funeral and interment information for I-lan residents were elders of the family. The final decision made on the funeral and interment was assisted by family member who had experience in funeral and interment.2. Most I-land residents were not familiar with laws and regulations on funeral and interment, and the government exerted little efforts to help the residents understanding the laws.3. The residents expected the government to improve the service quality of funeral and interment providers, and announce recommended service provider to protect the public’s welfare.4. Most residents were willing to hire funeral and interment service providers, so they were not clear about the detailed fees. Among the rituals, incineration and pagoda were the primary choice. The residents supported the incorporation of the funeral and interment with the religious rituals. A majority of the residents considered the fee of $400,000 NTD for interment was reasonable, but preferred it to be less expensive. As shown, the residents were not satisfied with the existing funeral and interment services and fees. 5. A majority of the residents believed that the funeral event requires pre-arrangement, yet only a few were aware of the funeral contract. As shown, the residents knew that it was necessary to plan for the funeral, yet did not know the right way to plan it. 6. Most residents believed that the government shall be responsible to provide the accurate information on funeral and interment, and they had the responsibility to learn about the funeral, especially reliable service provider, related laws, and prices.7. A majority of the residents supported the openness of the funeral market, yet worried that transnational funeral company from a different cultural background may impair the service quality.8. The residents believed that the government should offer assistance to the public when the funeral was not affordable to the family.9. The residents supported use of uniform receipts to regulate the business operation and protect the consumers’ rights.In conclusion, the government shall be responsible to announce the accurate information on the funeral and interment and offer assistance to the public; the Funeral Service Association shall be responsible to enhance the service quality and competitiveness of the service providers; the education bureaus shall be responsible to establish the professional funeral technique and research institutes and disclose the funeral information to the public; the consumers shall be provided opportunities to learn about the expenses and make an appropriate decision.
