Abstract:	「生態旅遊」基本上是一種特定形式的深度旅遊，以自然為取向，透過教育與解說，由在地專業小型企業組織主導，引領旅者體驗和了解旅遊地。生態旅遊不但是對旅遊目的地自然環境或文化可能造成的負面影響最小，並將利潤回饋當地，提供當地居民社會經濟方面的主動參與意願，以促進其觀光發展的機會、自然生態與人文的保育，是可以永續經營的。生態旅遊整個過程都懷抱著尊重，深具環境責任感及啟發性，讓人心沈澱，並使遊客能在旅遊中收穫良多，得到更多再出發的力量。　　近年來，因為公民意識的覺醒，許多北投居民本著對社區的關懷，成立了各式各樣的非營利組織致力於社區中史蹟文化的保存、自然生態的保育與環境再造，藉由社區居民的參與喚起社區居民對鄉土的關懷，以及政府當局的重視，例如「北投文化基金會」即是一例。透過政府、業者、遊客、社區居民以及地方非營利組織的共同規劃與努力，讓北投好山好水的特色得以維護保存，將溫泉、自然生態與文化融合在一起，帶動附近地區觀光遊憩產業的再發展，並連結陽明山國家公園遊憩據點，建構整個社區成為一個國際級的生態觀光據點，為北投的永續發展注入新生的力量。　　　北投文化基金會雖然是2000年才成立的地方型非營利組織，但是短短兩、三年間北投文化基金會已經為北投生態旅遊的發展，建構出一套非常完善的機制。最早，基金會的夥伴成員對北投社區的關懷則是從1997年開始，主因是源自於北投溫泉公共浴場古蹟的保存，這些成員主要是扮演議題倡導的角色，為了北投溫泉公共浴場的保存而向政府當局遊說，並爭取當地民眾的支持與認同，一起為古蹟的保存做努力。這樣關懷社區的理念經由一些社區民眾與社區團隊的支持，這些力量一起結合並於2000年開始籌措資金成立基金會。　　　北投文化基金會現階段努力的方向和目標為：建構一個永續經營的機制；即是將地方的好山好水，藉由理念的推廣、人才的培訓以及組織團隊的運作來達成永續經營；目前組織內部的運作，以及組織和組織間橫向的互動基金會都有一部份的基礎累積，現在最重要的是如何在未來一、兩年建構一個永續經營的機制，所以基金會正積極的以一個民間NPO的力量，去爭取申請溫泉博物館的經營、社區大學的經營，希望能和生態旅遊服務系統三者做結合以建構永續經營的機制。　　　The basic top in so-called＂ ecotourism＂ is a kind of depth tourism of particular form, regarding nature as the mindset, experiencing personally with the one who explain, by in a professional small scaled business organization predominance, guide trip through the education to travel the ground with understanding. The ecotourism is the conservation of the chance to the negative impact that tourism destination natural environment or cultures may cause is minimum, and give something back profit to the region, providing the active will of participate of the denizen social economic side, to facilitate it make sight-seeing trips the evolution, natural ecosystem and humanities not only, is can with everlasting management of. The ecotravels whole process to keep in mind to embrace the respect, having the environment responsibility and inspiring the sex deeply, letting public sediment, make you in the middle of traveling the result is very many, getting more force that set out again.　　　In recent years, because the citizen realizes of feel to come to, many resident of Peitous be in the light of the value to the concern of the community, established the sundry non - profit organization to concentrate on the community in the historic site cultural keep, the natural ecosystem of the conservation and environments gave a new life, arouse the community resident by the participate of the community resident to the concern of the hometown, and the authorities of state, for example＂ Peitou Culture Foundation＂ is a Through the common planning making and efforts of the state, operator, visitor, community resident and place Non - profit organization, can let the special features of the good water in good mountain in Peitou safeguard the conservancy, blend with the culture the hot springs, natural ecosystem together, arouse the nearby region sightseeing to visit the again developping of the pleasure trip domain, and link Yang Ming Shan National Park to visit the base of pleasure trip , constructing the ecosystem that whole community becomes an international class to make sight-seeing trip the base, infusing into the freshman's force for the everlasting evolution of Peitou.　　　Although Peitou Culture Foundation in 2000 a Nonprofit organization in place that just establish, short and short two, during three years Peitou cultural foundation evolution that the ecosystem of Peitou travel already, construct a set of very perfect mechanism. At the earliest stage, the partner's member's concern to the community of Peitou of the foundation was from 1997, the main cause was a conservancy that originated a historic site in public bath in the hot springs of Peitou, these members was the role that played the subject to initiate mainly, lobbied for the sake of the conservancy and direction state authoritieses of the public bath in the hot springs of Peitou field, and fought for the support and approbations of the native people, doing the effort for the conservancy of the historic site together .Be concerned with the principle of the community thus through some community people and the support of the community team, these forces combine together and start in 2000 the financing to establish the foundation.　　　Direction and headings that Peitou Cultural Foundation works hard currently is: Construct the mechanism of a lasting management; Is the good water in good mountain of the place, by the training of the expansion, talented person and the operation of the organization teams of principle to reach the everlasting management; Current organizational and inner operation, and organization and intraorganizational horizontal interactive foundations all contain a the base of the part accumulate, the most important now is how in future a, two years construct the mechanism of a lasting management, so the foundation would just be very progressive with a force of civil NPO to a mechanism that do to combine to conduct with the construction lasting.
