Abstract:	南投縣竹山鎮社寮里紫南宮提供基金創立的社寮文教基金會，是一個傳統農村草根型非營利組織，在紫南宮的贊助下，結合宗教文化與政府社區總體營造政策，推動社區關懷、人文探索以及鄉土文化藝術活動，對社區環境的改善、美化生活空間、激發公民意識、草根文化的重建、以及居民素質的提昇，有效降低政府施政成本，提高服務效能，普遍獲得各級政府肯定與表揚。　　本研究乃透過社寮文教基金會與政府關係建立互動案例，藉由草根型非營利組織透過產、官、學界知識、經驗傳授與互動，以及利用社區資源，與地方社團推展策略聯盟，來彌補各自之限制，共同發揮服務效能，有效解決人力與資源不足之窘境，建立資源共生的互動模式。　　目前台灣農村草根型非營利組織要永續經營，應以社區總體營造為主軸，來推動鄉土文化藝術，並結合地方政府，創造合作關係。在地方上，應轉化傳統思維，加強策略聯盟，積極開拓資源，構建資訊網絡平台，進而協助推展地方文化觀光產業，建設具特色，有人文氣息的富麗新農村。　　She-liao foundation, founded by Zih-nan temple in She-liao Li,Jushan Jen,Nantou, is a traditional, local, nonprofit organization. With the support of Zih-nan temple, the foundation is able to combine the culture of religion with the governmental construction policy of community together to promote the community service and help the humanistic research and the art activities of country culture. She-liao foundation has improved the environment of community, beautified our living environment, inspired the citizenship of public, rebuilt the local cultural and improved people’s living standard. What the foundation has done successfully reduces the cost of governmental policies, improves the efficiency of public service. Therefore, the foundation is highly recognized and recommended by the government. 　　Through this cooperative project between the She-liao foundation and the government, the local nonprofit foundation composes all the knowledge and experience from the developmental, the official, and the educational departments. By means of using community resources, and working with local societies, the foundation tries to compensate all the restrictions, to improve the efficiency of public service, to solve the problem of lacking human and material resources, therefore, to set up the cooperative, working model of resources. 　　The present Taiwan local nonprofit organizations need to be held for long. The main working object of organizations has to be set up on overall community constructions, to promote the art of country culture, to work with local government and to develop the relationship of cooperation. The local government should change the traditional philosophy, strengthen the strategic alliances, pioneer the resources, and additionally help the development of local travel business to build up a brand new countryside with quality features and humanism.
