摘要: | 近年來非營利組織的蓬勃發展及其在社會福利、文化教育、醫療衛生、環保等公共服務的倡導與提供方面所發揮之功能與貢獻已毋需贅述。而在面臨社會急速變遷、政經環境惡化及政府刻正大力推動「業務委託民間辦理」等民營化政策之趨勢下,如何營造有利的參與環境與增加誘因,讓非營利組織有更寬廣的空間與機會來參與公私協力關係;充分運用其在公共服務提供上所具有之特質與優勢條件,經由建構公私部門間良好的夥伴關係而有效達到各種公共政策與服務之目標,乃一深值公私部門加以重視及探討之課題。故本研究乃以民間組織參與公私協力關係之經驗、得失及各種運作模式的可行性為探討之重點。 本研究之架構乃就公私協力(政府業務委外)相關之理論、文獻資料與實務經驗進行分析、探討以為實證研究之基礎,並就協力(委外)個案主體之雙方─公、私部門進行實地參訪(非正式晤談), 以瞭解實務上之問題所在及政府的政策趨向,俾進而探討非營利組織在公私協力(業務委外)的夥伴關係中,其參與之空間及參與之可行模式為何?最後再根據對協力(委外)理論與實務分析、探討所獲致之結論、成果,提出對非營利組織參與公私協力(夥伴)關係的可行模式、策略及相關之建議。 無論就理論探討或實務經驗觀之,均足以證明非營利組織在參與公私協力(政府業務委外)方面,確實具有廣泛的拓展空間與優勢,本研究所提出適合非營利組織參與的協力模式之分析與相關問題之改進建議等研究結果,希能提供給非營利組織在評估其參與公私協力的策略、模式時之參考,並可供政府部門做為訂定、修正相關政策、法規時之有益參考。至於非營利組織參與公私協力(政府業務委外)關係後之監督考核機制及績效評估等後續問題,則尚有待爾後能繼續予以探討研究,亦歡迎有後續研究者就此議題做進一步之深入研究。 Recently, the flourishing non-profit organization and its displayed function and contributions in terms of advocacy and supply of public services such as social welfare, cultural education, medical hygiene, and environmental protection are apparently. However, under such circumstances as speedy change of society, degradation of political and economic environment, moreover, the government is aggressively moving the privatized policy as “governmental business outsourcing”, how to create an advantageous participation environment and increase incentive in order to allow non-profit organization to have broader space and opportunity to participate the public and private collaboration relationship? Sufficiently employ the features and edges of provided public service, and through constructing the good partnership between public and private sectors to achieve the goals of various public policies and service is a subject to be emphasized and explored by and deeply rooted in both public and private sectors. Therefore, this research focuses on exploring the experiences, gain & loss of private organization participating public & private collaboration relationship, and the feasibility of various operation modes. The structure of this research is analysis and exploration in terms of theories related to public and private collaboration (governmental business outsourcing) to be the base of practical research; on-spot visit (informal interview) of both public and private sectors—both parties for the collaboration (outsourcing) case in order to understand practical problems and the trend of governmental policies, moreover, explore what are non-profit organization’s participating space and the feasible mode of participation in partnership of public and private collaboration (outsourcing)? Finally, according to the conclusion and result from analyzing and exploring theoretical and practical collaboration (outsourcing), raise feasible modes, strategies and related suggestions with respect to non-profit organization’s participation of public & private collaboration (partnership) relationship. No matter in view of theoretical exploration or practical experiences, it can evidence that non-profit organization has extensively developing space and edge in terms of participation of public and private collaboration (governmental business outsourcing). The analysis of collaboration mode suitable for non-profit organization, and research results of improvements and suggestions to related problems raised in this research are expected to be advantageous references provided for non-profit organization in evaluating its strategy and mode for participating public and private collaboration, and for governmental sectors in enacting, amending related policies and regulations. As for the supervision and examination mechanism and performance evaluation after non-profit organization’s participation of public and private (governmental business outsourcing) relationship need to further research and other researchers to made deep research are welcomed. |
