Abstract:	歐洲經濟暨貨幣聯盟（European Economic and Monetary Union，EMU）的成立，除了促使歐洲聯盟（European Union）會員國經濟能夠蓬勃發展之外，最重要的是要能夠確保歐元（Euro）的運作順利。本文主要的目的，主要是探討EMU在運作方面所面臨的問題，分析各層面的運作將會對EMU所造成的困難。而觀察EMU在運作上必須考量的層面，可以從各歐盟會員國對於EMU的態度、歐洲中央銀行（European Central Bank）角色的扮演、以及財政政策與貨幣政策之間的矛盾等面向討論，希望對於從中可以明暸EMU對於運作歐元上的問題。此外，歐元運作已四年多，其對於國際金融與國際貿易均帶來深遠的影響，針對此點，本文也將一併討論。　　　故本論文的章節安排共分六章，即緒論、本文五章和結論，具體內容如下：　緒論第一章 EMU會員國整合之背景過程第二章歐盟各國對EMU的態度第三章歐洲中央銀行角色之扮演第四章財政政策與貨幣政策之矛盾第五章 EMU成立所造成影響結論　　Since the European Economic and Monetary Union (EMU) constructed，it not only makes members of European Union (EU) economic development but also keeps Euro operation stability. The objective of this thesis is to study the problem of EMU operation，the factor analysis from different sides. Factors are including members of EU attitude toward EMU constructed， the role of European Central Bank (ECB) in EMU and conflict betwen the fiscal policy and the monetary policy in EMU. Euro constructed and operated about 4 years，this thesis is both overlooking the effect of the international finance and trade.　　　To conclude, this thesis is divided into six chapters and the structure as follow: First is introductionChapter 1 describes the integrated process of the members of EMU; Chapter 2 describes members of EU attitude toward EMU constructed; Chapter 3 is about the role of ECB in EMU;Chapter 4 describes conflict between the fiscal policy and the monetary policy in EMU; Chapter 5 is about the effect of the EMU constructed; Chapter 6 is a conclusion.
